55.4% of eligible population vaccinated in Kazakhstan — Alexey Tsoy

At the government session chaired by Prime Minister Askar Mamin, the sanitary and epidemiological situation on the incidence of COVID-19 was considered. Minister of Healthcare Aleksey Tsoy, Akims of Nur-Sultan Altay Kulginov, Shymkent — Murat Aytenov, Mangystau region — Serikbay Trumov and Atyrau region — Makhambet Dosmukhambetov presented their reports.

The minister said that, according to the matrix for assessing the epidemiological situation, the Republic of Kazakhstan has been in the "red zone" since June 26.

With the exception of the Turkistan region, all regions are in the "red zone».

On Aug. 3, 2021, the employment of infectious beds in the republic was 56% (29,138 beds), resuscitation beds — 44% (2,102 beds).

At the same time, as the minister noted, the highest occupancy of infectious beds is observed in Nur-Sultan (67%), Shymkent (77%), intensive care beds in Akmola (67%), Atyrau (68%), Mangystau (80%) regions, and in Nur-Sultan (80%).

To provide methodological and practical assistance in the management of patients with coronavirus infection, the Ministry of Healthcare has ensured the departure of the leading employees of the Ministry and the teaching staff of medical universities in 10 regions of the country. In the regions, a detailed analysis and assessment of the situation was carried out, specific recommendations were given to stabilize the situation.

“According to the matrix for assessing the load on hospitals in the dark red zone, in the zone of critical risk, there are 4 regions: the cities of Almaty, Shymkent, Atyrau and Karaganda regions, in which the rate of weekly bed occupancy is 200 and more per 100 thousand population,” stated Tsoy.

Since Aug. 2, restrictive measures have been introduced in the regions, taking into account the balance of business activity and stabilization of the epidemiological situation and within the framework of the Ashyq project.

Vaccination of the population against CVI continues.

To date, according to the minister, about 9.4 million doses of the vaccine have been used, of which 5,480,094 people have been vaccinated with component 1, which is 55.4% of the subject population. The second component covers 3,941,941 people or 39.8% of the subject population.

“The Ministry signed contracts for the additional supply of 8 million doses for 4 million people. Delivery is proceeding according to the schedule. In this regard, in the republic, the population's access to vaccination will be provided in sufficient quantities,” Tsoy reported.

According to him, the simplification of the requirements for joining the Ashyq project contributed to the increase in the number of project participants by 3 times. For example, from July 27 to Aug. 2, 2021, the number of Ashyq project participants increased from 21,900 to 67,782 people.

Within the framework of the Ashyq project, monitoring groups covered 50 thousand objects participating in the Ashyq project. Violations were identified at 642 sites.

“According to the data (information) received from Ministry of Digital Development, for the period from July 10, 2021, 16,663 violators were identified, including 10,305 visitors with a ‘red’ status and 6,358 with a ‘yellow’ status,” noted Tsoy.

Thus, in more than 16 thousand facilities, infection of the population with coronavirus infection has been prevented.

As the minister further noted, according to WHO data, on average in five of the six WHO regions, infection has increased by 80%, or almost doubled over the past four weeks. Much of this increase is due to the highly transmissible delta strain, which is currently found in 132 countries.

“Having studied the dynamics of the incidence in the city of Nur-Sultan, taking into account the fact that for the first time the delta strain was detected in the capital (after June 20, 2021) and led to a sharp increase in the incidence, we observe that the last two weeks the incidence rate is at the same the level without exceeding the incidence rate,” noted Tsoy.

The number of ambulance calls over the past week has decreased by 11%.

According to the minister, based on the forecast of the epidemiological situation for August-September, the country follows an optimistic scenario, where the predicted number of registered cases in August-September 2021 is about 250 thousand people (on average, about 7 thousand cases per day).

“Further development of the optimistic scenario is possible only if quarantine measures are observed and the vaccination coverage of the population is increased,” said Tsoy.

Akim of the region Serikbay Trumov reported on the epidemiological situation in Mangystau region. According to him, the total number of people infected with the COVID-19 virus in the region is 14,230 today, and 181 people have been identified in the last 24 hours.

To date, 1,190 people receive treatment in hospitals in the region, 107 people in intensive care. The bed occupancy is 62%.

Due to the increase in the number of patients, 5 infectious diseases hospitals have been opened in the cities of Aktau, Zhanaozen, Munaily, Tupkaragan and Mangystau districts.

"The total number of beds in the region has been brought to 1,912 beds, the number of intensive care beds has increased to 118. The necessary supply of medicines and personal protective equipment is ready,” Trumov informed.

Also, according to him, additional mobile brigades have been created, the number of which has increased to 120 today.

An operational headquarters has been created to monitor and control the progress of vaccination. The work on vaccination has been strengthened, as a result of which there has been an increase in vaccination among employees of educational, sports, service organizations. Compared to June of this year, during the reporting period, the number of vaccinated people increased 2.4 times (June — 18,636 people, July — 44,341 people).

Also in the region, the work of mobile vaccination teams for vaccination of the population and information and explanatory work with a yard walk in rural areas has been strengthened.

The work of the monitoring groups has been strengthened. Since the beginning of the year, 3,969 raids have been carried out with 65 monitoring groups and police officers. As a result, 324 violations of quarantine requirements were identified, 82 protocols were drawn up.

Over the past weekend, raids were carried out on 256 objects in the region. As a result, 57 protocols were drawn up.

In the region, 1,311 objects use the Ashyq mobile application, of which 754 objects are registered on the official website, 557 objects participate in the test mode.

“Issues requiring a prompt decision are considered daily at a meeting of the headquarters and the necessary measures are taken,” Trumov reported.

In turn, the akim of Shymkent Murat Aytenov also noted that with the appearance of the delta strain, the epidemiological situation in Shymkent has worsened.

“In July, the incidence of coronavirus increased 7.5 times. If in June 1489 cases were registered, then in July 11 085 cases of infection were detected,” stated Aytenov.

In total, 19,528 patients infected with coronavirus have been identified in Shymkent since the beginning of the year. The number of treated patients -11,848. Unfortunately, 405 patients died. Over the past day, 575 cases of COVID-19 infection have been registered.

“Last week, Minister of Healthcare Alexey Tsoy arrived in Shymkent with a group of specialists who conducted the city headquarters, worked out the work and provided methodological assistance,” said Aytenov.

According to the readiness of the hospitals, the akim noted that the city was preparing for a possible wave of covid in three scenarios.

A — current situation 1,290 beds.

B — when the epidemiological situation worsens, the number of beds increases by 4,016.

C — in the event of an epidemiological crisis, 5,416 beds will be opened.

Today we are working on scenario B.

There are 3,190 beds in the city's hospitals. Currently, 2,359 citizens are undergoing inpatient treatment. The capacity of beds is 74%, 831 places are free.

“Until the end of the week, we are opening 980 additional beds, bringing the number of beds to 4,170 and moving on to scenario C,” said Aytenov.

According to him, the intensive care unit has 487 beds, where 381 citizens are undergoing treatment. Occupancy 78%.

As for vaccination, as the akim noted, there are 45 facilities for vaccination of the population in the city. To date, 371,543 people have been vaccinated with the first component, and 278,988 people have been vaccinated with the second. As a result, today 68% of the population has been vaccinated with the first component of the contingent to be vaccinated, and 51% with the second component.

As for the ambulance service, over the past 4 days the number of ambulance calls has decreased 2,594. In particular, over the last 24 hours, 2,453 calls were received.

For primary health care in 36 polyclinics, 205 mobile teams have been staffed. They provide medical services to 4,916 patients undergoing home treatment, 11,658 citizens who have been in contact with infected people.

In terms of drug supply, according to the akim, the city's medical organizations have a two-month supply of drugs and medical products against covid-19.

Temperature-lowering drugs are sufficient for 1 million 261 thousand patients, antiviral drugs — 217,675 patients, antibiotics — 313,800 patients, anticoagulants — 13,383 patients, hormonal drugs — 53,192 patients.

On issues of compliance with the quarantine regime, since the beginning of 2021, monitoring groups have carried out raids at 20,885 facilities, as a result of which 2,046 protocols have been drawn up, and a fine has been imposed on 130 million tenge.

The mass media are conducting extensive information and explanatory work on compliance with sanitary and epidemiological standards and vaccination against coronavirus infection.

Call-center at the city akimat works around the clock. The Ashyq project has been launched for business entities in the city. Currently, 4,748 business entities work under the project, during the determination of the status of visitors to business entities, 139 red and 229 yellow statuses of citizens were identified.

“The epidemiological situation is difficult, but it is under the strict control of the akimat,” Aytenov assured.
