Oil production, tourism, business support: How Mangystau region developed in 2021

According to the Comprehensive Development Plan for the Mangystau region, 2.1 trillion tenge will be invested in the region by 2025. The plan provides for the construction of a gas processing plant in Zhanaozen, a plant for the production of caustic soda, chlorine-containing products on the territory of the Aktau Seaport SEZ, as well as the implementation of 21 projects for the production of liquid dosage forms, chemicals, and transformers. All this will positively affect the growth of the economy of the region itself and improve the quality of life of the local population. The population of the region as of December 1, 2021 amounted to 738.9 thousand people. Of this number, 297.8 thousand people are urban residents. In January-September 2021, the natural population growth amounted to 14,039 people, the migration balance was -/+ 1,375 people.

In 2021, work on the socio-economic development of the region was built in accordance with the instructions of the Head of State, voiced in the Message to the people of Kazakhstan dated September 1, 2021. Strategic and priority state and sectoral programs also served as a vector.

159.8 billion tenge were allocated to the social sphere in 2021, incl. for education - 125.5 billion tenge, health care - 8.6 billion tenge.

The state budget (excluding the National Fund) received 420.2 billion tenge of taxes and mandatory payments, incl. to the republican budget - 236.4 billion tenge, to the local budget — 183.8 billion tenge.

Gross regional product for January-September 2021 amounted to 2,665.9 billion tenge, real GRP growth - 101.1%. GRP per capita amounted to 3,665.6 thousand tenge - this is the fourth position among the regions of the republic (with an average for the Republic of Kazakhstan - 2,795.3 thousand tenge). In the structure of GRP, the share of industry is 55%, agriculture - 0.6%, construction - 6.7%, trade - 3.4%, transport and warehousing - 5.5%, information and communications - 0.3%, operations with real estate - 7.2%, other - 21.3%.

In January-December 2021, the short-term economic indicator index amounted to 101.3% (January-December 2020 - 94.6%).

In general, the main macro indicators of the region's SER showed positive dynamics in 2021. In particular:

- the volume of the manufacturing industry - 101.7% (183 billion tenge);

- investments in fixed capital - 103.6% (627.1 billion tenge);

- the volume of construction work - 119% (255.9 billion tenge);

- housing commissioning rate - 101.3% (1,208.1 thousand square meters);

- index of agriculture - 03.2% (22.2 billion tenge);

- trade - 104.8% (479.2 billion tenge);

- transport and warehousing - 107.6% (315.5 billion tenge).

Nevertheless, the volume of industrial output decreased by 1.4%. This is due to a decrease in the volume of the mining industry by 0.2% compared to the same period in 2020. Last year, the volume of the mining industry in the region amounted to 2,377.3 billion tenge (IFO 98%).

It is also important to note that in 2021, 25 investment projects worth about 243.8 billion tenge were implemented in the region. As a result, more than 1,400 people have been employed.

Speaking in more detail about investment projects, it should be noted the opening of a factory for the production of 5 thousand tons of poultry meat per year. This volume covers up to 50% of the region's demand for chicken meat. A plant for the production of compound feed with a capacity of 15 thousand tons per year has also been launched.

In general, out of the projects planned for this year, 10 relate to the manufacturing industry, 5 - to tourism, and the rest - to other sectors of the economy.

Currently, as part of the diversification of the region's economy, manufacturing, agriculture, tourism, transport and logistics, construction have a high priority.

Industry

In 2021, the volume of production in the development of the manufacturing industry increased by 1.7% and amounted to 183 billion tenge. For example, in the production of coke and refined petroleum products, an increase of 3.8% is observed, in the metallurgical industry - by 6.6%, in the production of basic pharmaceutical products - by 28.5%.

In total, industrial enterprises of the region produced products worth 2,704.4 billion tenge. The volume index was 98.6%.

In the manufacturing industry (the industry's share in the total industry is 6.8%), production volumes increased by 1.7% and amounted to 183 billion tenge.

The volume of industrial production for the first 12 months of 2021 amounted to 2,704.4 billion tenge, an increase of 25.4% over the same period last year (2020 - 2,156.4 billion tenge).

In January-December 2021, the volume of manufacturing production amounted to 183.0 billion tenge, increased by 5.9% (2020 - 177.4 billion tenge), in particular:

- the volume of production of chemical industry products amounted to 26,462.5 million tenge (the industry is represented by a large enterprise KazAzot JSC for the production of nitrogen-mineral fertilizer, liquid ammonia).

- volume of production of light industry amounted to 2,646.4 million tenge;

- the volume of production of mechanical engineering amounted to 40,430 million tenge.

Light industry and machine building enterprises are mainly focused on fulfilling orders from the oil and gas sector. An increase or decrease in the industry's production depends on orders from oil companies.

The mining industry produced products worth 2,377.3 billion tenge. IFO amounted to 98%. Currently, 258 contracts and licenses for the right to use subsoil for exploration and production of common minerals have been registered in the region.

Types of common minerals: 108 - for the development of limestone-shell rock, 87 - sand and gravel mixture, 44 - building stone (crushed stone), 6 - rubble stone, 4 - building sand, 4 - chalk, 4 - table salt and 1 - gypsum .

As for the fulfillment of contractual obligations, 123 subsoil users fulfill their contractual obligations in the range of 0-30%, 20 - in the range of 30-60%, 62 - in the range of 60% and above.

The main type of exported goods is the supply of fuel and energy products (oil and oil products, liquefied petroleum gas). The share of fuel and energy products in the region's total exports is 96%.

The volume of exports of the manufacturing industry for 2021 amounted to $37 million. The export-oriented enterprises of the region include such enterprises as:

  • KazAzot JSC exported 134 thousand tons of ammonium nitrate for a total of 15.1 billion tenge to Kyrgyzstan, Ukraine, Russia and Georgia;
  • LLP "Maga-Brad" delivered 55 tons of pasta to the Republic of Turkmenistan for a total of 8.8 million tenge;
  • Caspi Cement LLP exported 15,229 tons worth 347 million tenge of Portland cement to Russia;
  • ArcelorMittal JSC exported 427.3 tons worth 207 million tenge of pipes to Uzbekistan and Ukraine;

Sateks Chemie LLP exported 236.18 tons of bitumen-based waterproofing material in the amount of 83.3 million tenge to Azerbaijan and Russia.

In January-December 2021, the volume of food production amounted to 9,596 million tenge. The share in the structure of the manufacturing industry is 5.2%.

There are no large enterprises in this industry in the region. There are small and medium enterprises for the production of dairy products, bakery and flour products, flour, drinks.

The main enterprises of the industry are Millina Food Production Company LTD LLP, Zhanaozen Dairy Plant LLP, AKF Volna LLP, Bereket-F LLP, Maga-bread LLP, Aktau Sut LLP, Agargan LLP " and etc.

Maga-bread LLP exports pasta to the Republic of Turkmenistan.

Oil and gas industry

The Mangistau region occupies a prominent place in the distribution of mineral resources of Kazakhstan. About 23% of crude oil is produced here annually.

According to the results of 12 months of 2021, the volume of oil production amounted to 16,743.6 thousand tons, or 100.1% compared to the corresponding period of the last year.

An increase in oil production during the reporting period was observed in Karazhanbasmunai JSC (104.9%), Total and Dunga (109.1%), Emir Oil LLP (112.8%), SP Arman LLP (118. 8%), Ken Sary LLP (102.3%), Buzachi Neft LLP (154.3%), etc.

The volume of oil production increased by 0.1% compared to the same period in 2020 and amounted to 16,743.6 thousand tons. The volume of natural gas production decreased by 15.8% and amounted to 2,875.7 million cubic meters.

Production under 37 contracts and licenses has been suspended due to land registration, bankruptcy, geological exploration. In 2020, 103 subsoil users did not produce, the license contract conditions were partially fulfilled. 221 subsoil users have the opportunity to carry out production work, however, as of 2020, 103 of them did not carry out such work at all (but make payments on taxes and other revenues).

In the field of power supply, gas supply, steam and air conditioning, products worth 124.8 billion tenge were produced. IFO in the industry amounted to 100.9%.

In the field of water supply, sewerage system, control over the collection and distribution of waste, products were produced for 19.3 billion tenge, IFO - 103.7%.

Agriculture

The volume of gross output of agriculture, forestry and fisheries in January-December 2021 amounted to 22.2 billion tenge, IFO - 103.1%. Last year, it was planned to implement 12 investment projects in the agro-industrial complex for a total of 8.7 billion tenge. Currently, 10 such projects have been launched for the amount of 8.2 billion tenge. 203 new jobs created.

7. Alfalfa cultivation project of IP “Tazhigulov” in Zhanaozen;

8. Flour-grinding shop of SEC "Segizbai-Ata" in Mangistau region;

9. Greenhouse complex LLP "Aktau BS Stroy" with an area of ​​1 hectare in the Mangystau region;

10. Modernization of the dairy plant LLP "Adil Dairy Plant" in the Beineu region.

In addition, within the framework of the state program for the development of productive employment and mass entrepreneurship for 2017-2021 Enbek in order to develop entrepreneurship in small towns and rural areas, including in the field of agriculture, funds in the amount of 911.6 million tenge are provided for 2021.

Loans were issued for the implementation of 172 projects, as a result of which 208 new jobs were created.

In order to further develop the agricultural sector in 2021, within the framework of the state program for the development of the agro-industrial complex for 2017-2021. subsidies were allocated for 508.06 million tenge. 412 agro-industrial complex facilities were subsidized in the amount of 483 million tenge.

Foreign trade turnover for January-December 2021 amounted to $4,493.3 million, incl. export of goods - $4,134.4 million, import - $358.9 million. The volume of mutual trade with the EAEU countries (Russia, Armenia, Kyrgyzstan, Belarus) in January-November 2021 amounted to $159.7 million, incl. export - $ 18.8 million, import - $ 140.9 million. The Mangistau region exports food, fertilizers, scrap metal, cement, pipes, clothes, acids (nitric, nitric sulfate, phosphoric, hydrochloric, etc.) to the EAEU countries.

In order to develop the agricultural sector of the Mangistau region, over the past 5 years, within the framework of the state program for the development of the agro-industrial complex of the Republic of Kazakhstan for 2017-2021, more than 2,000 agro-industrial complex entities have been granted subsidies in the amount of 3.7 billion tenge. In 2021, 483.2 million tenge were allocated and disbursed, including:

For subsidizing the reimbursement of part of the costs incurred by the subject of the agro-industrial complex with investments from the republican budget - 157,246.9 thousand tenge, from the local budget - 5,000.0 thousand tenge.

Of these, 3 units were subsidized. agricultural machinery (tractors) and 16 units. auxiliary equipment (rakes and other units) in the amount of 18,654.4 thousand tenge. Also, subsidies were issued for 44 wells (wells) in the amount of 128,052.3 thousand tenge.

According to the passport "Creation and expansion of irrigation systems and drip irrigation", subsidies were issued for the purchase of 2 sprinkler machines in the amount of 14,427.3 thousand tenge and 1 drip irrigation system in the amount of 1,112.9 thousand tenge

Subsidizing interest rates for lending to agro-industrial complex entities, as well as leasing for the purchase of farm animals, machinery and technological equipment in 2021 was made for 210 agribusiness entities in the amount of 160.3 million tenge. According to the current rules, the funds were directed to the Agrarian Credit Corporation JSC in order to subsidize interest rates when lending to agro-industrial complex entities.

Subsidizing the development of livestock breeding, increasing the productivity and quality of livestock products was received by 80 subjects of the agro-industrial complex in the amount of 127.8 million tenge. Of these, 6015 thousand tenge were directed to the purchase of 401 heads of sheep; 150 thousand tenge for the purchase of breeding cattle (1 bull), 400 thousand tenge - for 4 horses. Also, 2 subjects of the agro-industrial complex were subsidized for breeding work of 300 heads of cattle in the amount of 3,500 thousand tenge, 1 subject of the agro-industrial complex - for the purchase of imported breeding sheep in the amount of 1,786.6 thousand tenge, 2 subjects of the agro-industrial complex - for the selection work of breeding sheep in the amount of 1,375.0 million tenge and 1 agribusiness entity - for the production of poultry meat in the amount of 11,572.9 thousand tenge.

To reduce the cost of feed from the budget, subsidies were allocated for 500 heads of cattle in the amount of 7,316.4 thousand tenge (on the reserve 1,484.9 thousand tenge). Also, 20,800 heads of sheep and goats were subsidized in the amount of 46,749.1 thousand tenge, 2,325 heads of horses in the amount of 23,077.6 thousand tenge (on the reserve 21,324.1 million tenge), 2,400 heads of camels in the amount of 23,357, 7 thousand tenge.

For the production of camel milk, 1 subject of the agro-industrial complex was subsidized in the amount of 2,543.9 thousand tenge. Subsidizing the cost of services for the delivery of water to SHTP - 15 subjects of the agro-industrial complex per 100 thousand cubic meters. m of water in the amount of 15.7 million tenge. Subsidizing the cost of fertilizers (excluding organic fertilizers) - 50 agribusiness entities, 262.7 tons of fertilizers were purchased in the amount of 9.6 million tenge.

In 2021, the harvested area of ​​vegetables and melons, root crops and tubers amounted to 824.6 hectares. The area for vegetables amounted to 353.7 hectares, which is 5.9% less compared to the previous year, for melons and gourds was 470.8 hectares, which is 15.8% less compared to the previous year. As a result, 21,300 tons of products were received in total.

66 agricultural tractors, 12 tractor trailers, 21 plows and cultivators, 2 seeders, 26 rakes were involved in spring field work.

Construction

In the field of construction work, the volume reached 255.9 billion tenge. The IPV of the industry amounted to 119% compared to 2020.

In the region, at the expense of all sources, the total area of ​​commissioned housing amounted to 1,208.1 thousand square meters.

This year, within the framework of the “Bakytty Otbasy” program, in order to provide affordable housing for socially vulnerable segments of the population, 173 families were issued housing certificates (77 families with many children, 87 families raising children with disabilities, 9 single-parent families.

As part of the Nurly Zher program, 855 apartments were provided, of which 152 apartments were provided to large families and socially vulnerable groups of the population.

As part of the Comprehensive Development Plan for the Mangistau region, 25 apartments in Aktau were purchased for Zhanaozen residents. In addition, an agreement was signed for the purchase of another 76 apartments. The remaining apartments are being negotiated with construction companies.

SME

The number of operating entities in the field of small and medium-sized businesses as of January 1, 2022 amounted to 56.5 thousand units, or 106.8% compared to the corresponding period of 2021.

As part of the state business support and development program "Business Road Map - 2025", 2,059 projects were supported for a total of 79.5 billion tenge (1,546 new jobs were created, 10,604 were saved).

In 2021, within the framework of the state program for the development of productive employment and mass entrepreneurship for 2019-2021. "Enbek" in the cities of Aktau and Zhanaozen issued 69 microcredits in the amount of 700.0 million tenge and created 110 new jobs.

Since the launch of the Nur Capital regional program (November 2018), 160 projects worth 3.3 billion tenge have been implemented and 1,182 new jobs have been created.

At the end of 2021, within the framework of state programs, 2,450 projects were supported for a total of 94.2 billion tenge with the creation of 2,469 and the preservation of 10,766 jobs, including:

  • under the program "Employment Roadmap 2020-2021" in 2021, 91 microloans were issued in the amount of 547.6 million tenge with the creation of 91 new jobs;
  • under the regional program "Nur Capital" 15 projects were supported in the amount of 350.2 million tenge with the creation of 54 new jobs.

Non-financial support measures:

  • at the end of 2021, as part of the Bastau Business project, 1,228 people were trained in the basics of entrepreneurship. Of all the participants, 202 participants or 16.4% defended their projects and received preferential loans in the amount of 1 billion tenge. At the same time, within the framework of the Enbek program, 501 participants received grants in the amount of 292.2 million tenge. As a result, 703 jobs were created.
  • In 2021, within the framework of the local budget, 21.0 million tenge was allocated for the services of projects of entrepreneurs and citizens with an entrepreneurial initiative. As a result, 1573 entrepreneurs were provided with services and citizens with entrepreneurial initiative.
  • Within the framework of the state program "Business Roadmap - 2025", 9 projects received grants for the implementation of new business ideas for a total of 34.3 million tenge.
  • Also in 2021, within the framework of the state program "Road Map - 2025", at a meeting of the regional coordinating council, 2 projects worth 82 million tenge were approved for the provision of the necessary infrastructure. (total cost - 580 million tenge).

Transport and logistics

The volume of cargo transshipment through all seaports for 2021 amounted to 5,456 thousand tons (Kuryk port - 974 thousand tons, Aktau seaport - 3,501 thousand tons, northern terminal - 980.6 thousand tons). The volume of cargo transportation increased by 2.2% compared to the corresponding period last year (2020 - 5,338 thousand tons).

Transported by all modes of transport in January-December 2021, 213.08 million tons of cargo, or 93.9% compared to 2020.

As part of the Nurly Zhol program, in 2021, the project of the III stage (through the Shor Bridge) of the reconstruction of the regional highway from the MAEK water intake canal to the Kuryk ferry complex was fully completed and put into operation.

Also, work was carried out to reconstruct the Aktau-Fort-Shevchenko highways at 5-29 km (24 km), from the center of Honda to the village of Umirzak (4.5 km), Zhyngyldy - Shaiyr - Sherkala (29 km), from the water intake canal of MAEK to ferry complex Kuryk (27 km) and will be continued this year.

In addition, projects for the reconstruction of road No. 55 from the KhGMZ intersection to the intersection with microdistricts No. 23, 24, 28a (7 km) and the construction of a road from the settlement of Umirzak to the warm beach (4.6 km) of the city of Aktau are 90% completed and are carried over to the next year. Full completion of these projects is planned for 2022.

On roads of regional significance in the region, in 2021, the average repair of 5 projects with a total length of 47.8 km was completed.

For reference: the entrance to the Onda camp is 6 km; entrance to the village of Zharmysh 2 km; Kyzan-Akshymyrau highway 14.7 km; highway Shetpe-Tigen-Kyzan 21 km; highway Zhanaozen - Kulandy 4.1 km.

In addition, last year new projects were launched in the region on regional roads: Shetpe - Kyzan (section Mastek - Kyzan, 25 km) and from the village of Baskudyk to the village of Mangistau (10 km), which continue this year.

In 2021, under the Auyl-El Besigі program, for 24 projects, work was carried out to repair and build intra-settlement roads with a total length of 101 km in the villages of Zhetybay (18.8 km), Saina Shapagatova (29.7 km), Akzhigit (2.6 km), Kuryk (4.8 km), Bostan (2.7 km), Shetpe (20 km), Zhyngyldy (5.1 km), Baskuduk (3 km), Bayandy (2 km) and Umirzak (12 km) . Of these, 8 projects are being implemented in the villages of Bayandy, Baskuduk, Sayyn Shapagatov, Akzhigit, Zhyngyldy and Umirzak, rolling over to 2022.

Investments

The volume of investments in fixed assets in January-December 2021 amounted to 627.1 billion tenge or FFI amounted to 103.6% (January-December 2020 - 576.4 billion tenge). During this period, 25 investment projects worth 243.8 billion tenge were implemented in the region, with the creation of more than 1,400 new jobs.

In 2022, it is planned to implement 22 projects in various sectors of the economy for a total amount of 162.7 billion tenge with the creation of about 1,900 new jobs. Including in the manufacturing industry, it is expected to implement 9 projects worth 40.4 billion tenge with the creation of more than 692 jobs.

Inflation

The consumer price and tariff index in December 2021 amounted to 109.2% compared to December 2020 (Kazakhstan - 108.4%), including:

  • for food products - 111.8% (Kazakhstan - 109.9%),
  • non-food products - 107.7% (RK - 108.5%),
  • paid services - 107.4% (RK - 106.5%).

CPI for socially significant food products (January 2022) for 19 items amounted to 100.8% (Kazakhstan - 100.7%).

In order to curb the rise in prices for socially significant food products, on behalf of the Government of the Republic of Kazakhstan, a set of the following measures has been taken:

- weekly fairs of agricultural producers and wholesale suppliers were organized for residents of the region in the cities of Aktau, Zhanaozen and regional centers (a total of 343 fairs were held);

- 45 memorandums were signed with large trade organizations to prevent unreasonable price increases for socially significant food products;

- "social corners" were organized in 125 trade facilities for the sale of food products at low prices;

- 1 billion tenge was allocated from the local budget last year to form a regional stabilization fund (for the purchase of goods - 500 million tenge, for lending to entrepreneurs - 500 million tenge). Another 1.5 billion tenge has been allocated for 2022. As a result, 7,032 tons of socially significant food products reserves were formed in the regional stabilization fund for 17 types of goods;

- on the eve of the December holidays, an agreement was reached on holding promotions and discounts on food products in all major retail chains of the region;

- explanatory work was carried out with all manufacturers, retail chains, suppliers and retailers to prevent an increase in prices for social significant food products;

- all owners of grocery stores "near the house" were given notification letters on the prevention of more than 15% of the allowance for socially significant food products in accordance with the Law of the Republic of Kazakhstan "On the regulation of trading activities". 1589 convenience stores received notices.

Housing and communal services

In general, in the region, the provision of centralized water supply for the population in cities is 100%, centralized water disposal in cities - 93.1%, electricity supply in the region - 100%, gas supply - 98.9%.

Projects have been completed in the villages of Akzhigit in the Beineu district, S. Shapagatova in the 6th quarter (old) of the Tupkaragan district, and Baskudyk in the Munaily district. At the end of last year, the provision of centralized water supply in rural areas amounted to 96.2% (47 SNPs out of 59 SNPs).

Only the cities of Aktau and Zhanaozen are equipped with water disposal and wastewater treatment systems. SNPs mainly use septic tanks. In 2021, the availability of wastewater treatment in rural areas amounted to 4.5%.

Within the framework of the Nurly Zher program, 3 projects were implemented, incl. sewer networks and WWTP in the village. Shetpe, Mangystau district, sewerage network in the village. Mangistau Munailinsky district. These projects are rolling over to 2022. With their implementation, the availability of wastewater treatment in rural areas will be 7.3%.

In total, about 16.8 billion tenge was allocated for the development of water supply and sanitation in 2021.

The expansion of the regional center towards the coastal zone and in the north-western direction requires the solution of issues to ensure uninterrupted and reliable electricity and gas supply to new territories.

Currently, the problem of providing the region with drinking water is very relevant. Today, work is underway mainly in the areas of water supply through the desalination of the Caspian Sea, the use of groundwater.

Employment

In the field of employment, in January-December 2021, taking into account the implementation of the program of productive employment and mass entrepreneurship, 33,300 jobs were created (in January-December 2020 - 32,298 jobs).

Provided with permanent jobs - 25,557 people, seasonal - 7,743 people.

As of Q3 2021, the unemployment rate in the region was 4.9% (Q3 2020 - 5.1%).

The average monthly salary per employee for January-September 2021 amounted to 344,930 tenge, which is 11% more than the corresponding period in 2020.

Within the framework of the state program for the development of productive employment and mass entrepreneurship for 2017-2021. Enbek implemented the following measures in 2021:

1,131 people were covered by technical and professional, short-term vocational training, 1,299 people were trained in the basics of entrepreneurship under the Bastau Business project;

Tourism development

The current economic trend and the pandemic are increasing citizens' interest in domestic tourism. It is important for the region to rationally and effectively use this trend.

In 2021, the volume of services rendered in the industry amounted to 7.3 billion tenge, an increase of 1.7 times. The region was visited by about 292 thousand tourists from foreign countries and regions of the country (an increase of 1.8 times, in 2020 - 160 thousand people).

As part of the second stage of development of the resort area, 6 major investment projects have been implemented. As a result, 385 people received jobs. All these projects give a positive multiplicative impetus to the development of the economy of our region.

Social support of citizens

In accordance with the current legislation, low-income families are provided with social support. TSA is paid to any low-income family with an average per capita income below the poverty line.

In the region, 1,469.7 million tenge was allocated from the republican budget for the provision of targeted social assistance in 2021, and 152.7 million tenge from the local budget. 222.9 million tenge was allocated from the republican budget to provide a guaranteed social package, and 8.8 million tenge from the local budget.

As of January 1, 2022, 3,945 families (20,979 people) became TSA recipients. They were paid 1,622.4 million tenge.

Children from families receiving targeted social assistance, in addition to cash payments, receive a guaranteed social package. In 2021, in the region, 5,971 children from 3,945 families receiving targeted social assistance received food and hygiene kits.

For the provision of state targeted social assistance in the region for 2022, 1,678.8 million tenge was allocated from the republican budget, and 205.4 million tenge from the local budget. 504.1 million tenge was allocated from the republican budget to provide a guaranteed social package.

As of May 1, 2022, 3,639 children from 2,778 families receiving targeted social assistance in the region received a food and hygiene package.

In addition, additional social assistance is provided by the decision of the local maslikhat. For the purpose of social protection of citizens belonging to the socially vulnerable segments of the population of the region, a one-time social assistance is paid by the decision of local executive bodies. Social assistance to reimburse the costs of homeschooling disabled children is provided monthly in the amount of 5 MCI. As of January 1, 2022, 503 disabled children received 76.6 million tenge.

Assistance paid as the difference between the maximum allowable monthly fee for utilities and a telephone connected to the telecommunications network to low-income families was paid to 692 families (2,460 citizens) in the amount of 69.4 million tenge.

Low-income citizens were provided with food and financial support from public organizations, charitable foundations, supermarkets, individual entrepreneurs, maslikhat deputies, educational institutions, government agencies and city mosques on Thanksgiving Day, International Women's Day, Nauryz, Ramadan, Constitution Day. In 2021, 6294 families received 128.7 million charitable assistance in the amount of tenge.

In 2022, by the holidays and memorable dates, as of May 1, 594.5 million tenge were received. One-time material assistance was paid to 38,796 citizens belonging to socially vulnerable segments of the population. Of these, 26,985 disabled people and children with disabilities received 475.2 million tenge by the holidays.

For low-income and vulnerable segments of the population, provision is made for the provision of one-time material assistance in the event of a difficult life situation. As of May 1, 2022, 1,639 people were eligible for financial assistance. 85.4 million tenge was allocated.

Social assistance to reimburse the cost of homeschooling 505 disabled children as of May 1 this year. received 29.8 million tenge. For the first quarter of 2022, 12.9 million tenge was allocated in the region to provide housing assistance to 400 families (1,128 citizens).

Implementation of election program of Nur Otan party

According to the DC implementation plan, 112 points are planned for 2021 (in the organizational direction - 54 and in the direction of financing - 58 points). 92 (82.1%) have been completed, 19 (17%) are at the execution stage.

Due to the fact that funds were not allocated from the republican budget, 1 event (0.9%) was not implemented. Namely, a water supply system was not built from the water treatment plant in the city of Zhanaozen to the village. Tenge. A budget application for 2021 was sent to implement the project, but the application was not supported by the Ministry of Industry and Infrastructure Development. The repeated application was sent for consideration when clarifying the republican budget for 2022 and amounted to 400.1 million tenge.

To solve the problem of improving the quality of roads in 2021, it is planned to build and repair 139 km of roads, of which 77% or 106.9 km have been laid. As a result, the share of local roads in good and satisfactory condition has increased from 92.8% to 95%, in cities - from 73.3% to 75.2%, rural roads - from 24.5% to 27.8%.

In the field of housing and communal services, in 2021, to provide the population with drinking water by 96%, work is underway to build water supply networks in 7 villages (Baskuduk, Beki, Zharmysh, Akzhigit, Rakhat, Tenge, Kyzyltobe), of which 2 objects have been put into operation.

To improve power supply (10.3 km) in Aktau, construction work is underway on 4 projects, which will be completed in December.

To improve the gas supply sector (20.1 km), construction of 2 projects is underway in the Munailinsky district and the city of Aktau. Will be completed in December.

In the region, 1,208.1 thous. m of housing. Of these, 928 apartments and another 1,102 apartments in the direction of credit housing were commissioned under the Nurly Zher program. In addition, in order to provide affordable housing to socially vulnerable segments of the population, housing certificates were awarded to 173 families under the Baqytty Otbasy program.

The share of processing and disposal of municipal solid waste is planned to be increased to 26.4% in 2021, having actually reached 27.3% or exceeded it by 3.4%. For the separate accumulation of solid domestic waste in all rural areas, 2,940 units of containers were purchased at the expense of the local budget and sponsorship funds. The plan is 100% completed.

During the reporting period, significant facilities were put into operation in the social sphere:

  • completed the construction of an oncology center for 100 beds and put into operation a medical outpatient clinic for 50 visits at the same time in the village Kyzylsay;
  • 22 private pre-school educational organizations for 1,370 places were opened;
  • in order to create equal opportunities for people with disabilities, 2 rehabilitation centers for 230 places were launched;
  • 5 private schools for 1,225 students, 2 public schools for 1,500 students (1,200 students in microdistrict 34 and 300 in microdistrict 1 in Aktau) were opened. The construction of an extension to 3 schools for 887 places has also been completed.

This made it possible to reduce the share of schools with three-shift education from 12.7% to 10.5%.

In addition, 2 medical organizations will be put into operation this year (a polyclinic for 50 places in the city of Zhanaozen, a medical outpatient clinic for 50 visits in the village of Rakhat).

In the field of public security, by the end of the year, about 600 outdoor video surveillance cameras were installed in the regional center, the camera image was taken to the operational control center of the police department. To date, work is underway to accept the facility for operation.

Education

There are 331 preschool organizations in the Mangystau region. They are attended by 39.7 thousand children. In 2021, 22 private kindergartens for 1,370 places were opened.

The coverage of children from 3 to 6 years old with preschool education is 100%, the coverage of children from 2 to 6 years old is 82.8%.

There are 169 general education schools in the region, incl. 17 private with a contingent of 167.6 thousand students. There are 18 schools in the region (in 2020-2021 - 15 schools) with three-shift education. The issue of three-shift training is being addressed in stages.

The region has a high birth rate. Over the past 5 years, the enrollment has increased by 47 thousand students, and in the next 5 years it is expected that their number will reach 207 thousand.

In this regard, 34 schools will be built by 2025, which will eliminate three-shift schools and solve the problem of lack of student places in the region.

In 2021, 2 schools for 1,500 places were put into operation (1,200 places in microdistrict 34 and 300 places in Shygys-1 microdistrict in Aktau).

Currently, 3 schools are being built (each for 1,200 places in Aktau), as well as a school for 600 places in the village. Baskudyk, Munailinsky district.

Healthcare

Currently, the healthcare system is focused primarily on the availability and quality of medical care.

To this end, work has been intensified to increase public satisfaction with the quality of medical services up to 80%, provide primary health care organizations to rural areas, including reference and satellite villages, modernize the healthcare facility, expand the volume of medical care at the outpatient level in general and increase volume of medical care within the framework of the GOBMP and OSMI system is being intensively carried out.

In order to ensure the territorial accessibility of primary health care within the framework of the "Auyl - El Besigi" program, as well as at the expense of the republican budget for 2021-2022. it was planned to open and build 2 outpatient facilities. In the field of public order and security, there is a decrease in the total number of registered crimes to 3,706, or by 3.2%, compared to the same period in 2020. Also reduced the number of crimes of medium gravity - by 2.6%, crimes of small gravity - by 7%.
