Healthcare, employment and social support — socio-economic development of Nur-Sultan in 2020

Despite the epidemiological situation and quarantine measures, the capital of Kazakhstan achieved positive dynamics in economic development throughout the year. Read more about the main results of the socio-economic development of Nur-Sultan in 2020 in the review.

At the end of 2020, there is a positive trend in the main socio-economic indicators of the capital. Thus, the gross regional product for 9 months of 2020 amounted to 5 trillion tenge.

Industrial enterprises produced goods for 1 trillion 43 billion 700 million tenge with an increase in the index by 2.4% compared to the same period in 2019. In the manufacturing industry, products were produced in the amount of 936.5 billion tenge, with an increase of 2.9%.

In 2020, 10 projects totaling 23 billion tenge were put into operation on the territory of Industrial Park No. 1, with about 1,000 new jobs expected to be created.

More than 1 trillion 115 billion tenge of investments were attracted to the capital, which is 21.5% higher than the corresponding period last year.

In 2020, 3,078.9 thousand square meters were commissioned. m. of housing, or 172.6%, to the corresponding period of 2019.

The number of operating small and medium-sized businesses increased by 7.7% (144.8 thousand units).

In the real sector of the economy, 29 thousand new jobs were created (permanent — 16.8 thousand, temporary — 12.2 thousand people), of which 21.1 thousand jobs (72.6%) are in the SME sector.

Optimization of the local budget of the Nur-Sultan Akimat amounted to 43 billion tenge. The funds freed up are used to finance the social sphere, develop infrastructure, support the economic sector, healthcare, education, etc.

As part of the execution of the instructions of the Head of State, large-scale work was carried out to reduce the unproductive expenses of the state and quasi-public sector. The optimized funds were directed to solving real social problems, supporting small and medium-sized businesses during a pandemic, employment issues, improving the city's infrastructure and other areas of concern to society.

For example, over 25.7 billion tenge was allocated to support the real sector of the economy and infrastructure. This is for the demolition of dilapidated houses, the construction of roads, courtyards, engineering and communication infrastructure, lending to small and medium-sized businesses, replenishment of the stabilization fund, subsidizing the interest rate on loans to maintain prices for socially significant food products, etc.

An additional 10.5 billion tenge was allocated to the spheres of education, health care and social assistance: to provide social assistance; taking into account distance learning, for the purchase of computers, routers, school clothes for schoolchildren from low-income families. Also for the purchase of an additional amount of medical equipment, etc.

In addition, almost 6 billion tenge is provided for the akimat's reserve for medical spheres.

How did healthcare system develop during pandemic?

Currently, multidisciplinary hospitals in Nur-Sultan have infectious beds for hospitalizing patients who have tested positive for COVID-19 during examination and treatment.

These organizations have a sanitary checkpoint, division into "dirty", "clean" zones and other requirements in accordance with the decree of the Chief State Sanitary Doctor of the Republic of Kazakhstan.

In case of an increase in morbidity, 18 facilities will be gradually re-profiled for more than 7 thousand beds.

The corresponding algorithm is available. The number of laboratories for the collection of biomaterials for COVID-19 has been increased to 21 with a total capacity of more than 12 thousand studies per day. To date, more than 757 thousand laboratory studies have been carried out by means of PCR testing.

Also, isothermal mini-laboratories have been purchased for patients arriving urgently at the reception rooms of multidisciplinary city hospitals and obstetric units, which give results within 2 hours (9 mobile mini-laboratories, with a total capacity of 1,440 studies per day). This will make it possible to identify carriers of coronavirus infection among patients admitted on an emergency basis for other diseases and provide them with timely treatment.

Provision of hospitals: 516 ventilators, 33 X-ray machines, more than 600 flowmeters, more than 500 oxygen concentrators, 1,584 oxygen points, etc.

A stabilization fund has been formed. The remainder contains 830 thousand units of medicines. Together with SK Pharmacy, the procurement of medicines is carried out. There is a 3-month supply of personal protective equipment.

Filter cabinets function in all polyclinics of the city (in more than 80 PHC organizations). Their main task is to identify and isolate patients with symptoms of acute respiratory viral infection. In the filter cabinets, patients will undergo PCR testing; if a virus is detected, outpatient observation and treatment are prescribed.

At the end of 2020, a huge amount of work has been done in the healthcare sector, primarily related to the epidemic of coronavirus infection, which, although it made adjustments, did not prevent the implementation of the main tasks.

In accordance with the regional long-term plan for the development of healthcare infrastructure in the city of Nur-Sultan until 2026, the reorganization of all medical organizations of the capital's healthcare has been fully completed. Today, there are 31 medical organizations operating in the city: 15 polyclinics, a PHC center, 9 hospitals, an ambulance station and 5 other medical organizations.

Major repairs and reconstruction of a number of buildings were carried out in 3 medical organizations, which, for example, made it possible to open a department of a rehabilitation center for children with special needs on the basis of the multidisciplinary city children's hospital No. 1.

It is important to note that in a short time, a city infectious diseases center with 210 beds was designed and built in the capital.

In addition, work continues to ensure "walking distance" of medical institutions. The number of Doctor at Home facilities has been brought to 30 within a 20-minute walking distance with coverage of more than 260 thousand people. In 2020, 2 large projects were initiated for healthcare facilities: the construction of polyclinics in the Almaty and Baikonyr districts.

Measures are being taken to reduce the shortage of medical personnel. To address this issue, the akimat allocated funds for training medical personnel in targeted residency in 21 demanded specialties (287 grants). For the training of paramedical workers, grants have been allocated for 250 places of social order.

What work carried out in 2020 to provide social support to population?

Social support covered 168.6 thousand people.

Social assistance was provided in the form of:

  • one-time cash payments for holidays and significant dates to 133 thousand citizens in need (from 2.5 to 67 MCI).
  • free services for more than 129 thousand people (reduced fare, dental prosthetics and sanitation, social assistance in a difficult life situation, tuition fees at universities, compensation for the purchase of solid fuel in the amount of 16 MCI or 44,448 tenge, compensation for gas supply in the amount of 90 MCI or 250 thousand tenge).

Rehabilitation measures (social and medical: services of individual assistants, sign language specialists, Invataxi, spa treatment, as well as for the provision of prosthetic and orthopedic care, the provision of mandatory hygiene products and the purchase of technical means of rehabilitation - wheelchairs, speech processors and others) covered 19.7 thousand persons with disabilities.

The number of recipients of targeted social assistance was 4,107 families (18.6 thousand people).

Guaranteed social package in the form of grocery kits and kits of household chemicals was received by about 5 thousand children aged 1 to 6 years from 3,515 families receiving TSA (58,790 food kits and 17,179 kits of household chemicals).

A new state allowance was introduced for large families with 4 or more minor children (or full-time students under the age of 23, excluding income), in differentiated amounts depending on the number of children (with 4 children — 42,500 tenge, with 5 children — 53,125 tenge, with 6 children — 63,750 tenge, with 7 children — 74,375 tenge), more than 19 thousand people are covered by payments. On average, the amount of the allowance is 10,625 tenge for each child.

The material and technical base of 8 subordinate institutions was improved, special social services were provided to 4, 2 thousand people, NGOs — 586 people.

During the period of the state of emergency and quarantine restrictions, additional support measures were taken:

In three streams (March - August), state support was provided in the amount of 2 MCI (5,556 tenge) in the form of compensation for food and household sets to 209 thousand citizens in the amount of 1.3 billion tenge.

Also in 3 streams within the framework of the Biz Birgemiz action, initiated by the Head of State, social assistance was provided from the Nur Otan party for 50,000 tenge to 50,446 needy citizens for a total of 2.5 billion tenge, of which more than 17 thousand people with disabilities.

In order to support business representatives and self-employed citizens, a social payment was made in case of loss of income in the amount of 42,500 tenge per month in 2 stages:

Stage 1 — 475,695 people (595.7 thousand applications were accepted);

Stage 2 — 142,077 people (169,450 applications accepted).

Payments in the amount of the minimum wage due to loss of income were received by 617 thousand people (29.3 billion tenge).

In addition, since 2020, the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan has launched the Social Services Portal (aleumet.egov.kz), which is a single digital platform with direct interaction of persons with disabilities with suppliers.

Persons with disabilities independently choose means (55 types of technical means) and rehabilitation services (spa treatment, services of an individual assistant and sign language specialists), based on their individual needs. To receive services on the Portal, you must have an electronic digital signature. There are 18 self-service zones.

In addition, in 2020, the Akimat of the capital received 10 thousand citizens at receptions of citizens. Residents of the capital also receive answers to questions at the Zhanuya Family Institute Support Center, at the Unified Center for the Provision of Housing Services, at the iQala Center, through iKomek 109 and the official accounts of the akimat in social networks.

As part of the implementation of the concept of Hearing State, citizens are received weekly online. The main issues include assistance in finding a job, participation in housing programs, education, medical assistance, etc. In 2019 alone, we received 10 thousand citizens. This is essentially 10 thousand families.

The Zhanuya Family Institute Support Center has been operating since the summer of 2019. In this center, families in the capital are provided with legal, psychological and social assistance. Residents can receive over 70 public services on the principle of one window. Since the opening, more than 45 thousand citizens have contacted the center — this is about 65 thousand questions that were taken into account.

The Housing Center was opened in the fall of 2020. In this center you can find out about the number of the queue for housing, how to get in the queue, about the mechanisms of various housing programs, etc. For 3 months from the moment of opening, over 18 thousand residents have applied to the Center.

What measures taken to increase employment coverage?

The city is implementing the Enbek State Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021, all possible measures are being taken to better cover those in need of employment.

During 2020, 22.8 thousand people were provided with social protection measures. 28,996 new jobs were created, including 16,777 permanent and 12,219 temporary.

In the reporting year, work continued on free education of unemployed citizens. Thus, at the request of employers, 220 people were sent for training, 1,502 people received training in the basics of entrepreneurship under the Bastau Business project, and 1,050 people were sent for vocational training.

561 citizens became holders of the state grant for the implementation of new business ideas in the amount of 555,600 tenge (200 MCI).

Within the framework of the Employment Roadmap for 2020-2021, 149 projects were implemented in the capital and 16,076 new jobs were created, 8,175 people were employed.

After the completion of the projects, 1,469 people were employed permanently. In general, the implementation of the Employment Roadmap had a positive impact on the capital's labor market.

It should be noted that the number of operating SMEs as of Jan. 1, 2021, amounted to 144,769 units with an increase of 7.7% compared to the same period last year. The number of people employed in the SME sector in January-September 2020 amounted to 364.4 thousand units. The release of goods (works, services) by SMEs in January-September 2020 amounted to 4,275.1 billion tenge.

Since the beginning of 2020, 298 contracts have been signed within the framework of the State Program for Support and Business Development.

Results of industrial development in 2020

The city's industry is represented mainly by the manufacturing industry, its share is 89.6%.

Over the past 4 years, the manufacturing industry has shown stable growth, output volumes have more than doubled, the IFO in 2019 amounted to 18.9%, employment has grown 2.5 times, more than 23 thousand new jobs have been created.

In January-December 2020, the volume of industrial production amounted to over 1 trillion 43 billion tenge, the volume of production in the manufacturing industry amounted to 936.5 billion tenge.

The main industries have been formed today. These are metallurgy, railway engineering, defense industry, construction industry, beverage industry and food industry.

If earlier the main share in the manufacturing industry was occupied by mechanical engineering — 50%, then in 2020 metallurgy became the main industry — 56.5%, which was facilitated by the activities of the first Industrial Park.

At the end of 2020, 10 projects were put into operation for 23 billion tenge, with the creation of about 1,000 jobs.

As part of the implementation of the Economy of Simple Things program, the Akimat, together with second-tier banks, is actively working to clarify and attract potential entrepreneurs.

In the work of the Project Office, 38 projects have been approved, the number of jobs is 1092. The supported projects relate to the manufacturing industry, healthcare, and the construction industry.

How much investment attracted to the region in 2020?

To improve the investment climate, the regional coordinating council is working on attracting investors. Since August 2019, 16 meetings of the RCU have been held, where 115 investment projects have been supported, incl. 64 projects are being implemented through the investment contract mechanism, of which 48 projects were attracted in 2020. Through the mechanism of special economic zones — 43 investment projects, for the rest of the projects, investors determine the mechanism for project implementation.

The regional front office for attracting investments in the city is definitely the AstanaInvest City Center for Investment Development, limited liability partnership, which provides full support to investors on the principle of one window, including when going through the procedures of public services.

The work on the development of existing FEZs and their industrial parks has been intensified. In 2020, 35 projects were attracted to the territory of Industrial Park No. 1 of the SEZ Astana - New City (in 2019, 7 projects were attracted, in 2018 — 3 projects).

In addition, the akimat, together with the city chamber of entrepreneurs, as well as the consulting company CSI, carried out an in-depth analysis of the sectors of the economy, as a result of which 5 main and priority sectors for the city were identified (in the form of teasers), such as: production of building materials, development, food industry, logistics and trade, manufacturing.

In 2020, despite the coronavirus pandemic, the akimat of the capital did not stop work to attract private investment for the implementation of projects important for citizens and the city. Last year, 1.1 trillion tenge was attracted to the capital. This is 21.5% more than in 2019.

During quarantine, construction work did not stop; it was carried out in strict compliance with sanitary standards. In 2020, over 3.0 million square meters of housing were built and commissioned in the capital, which is almost 2 times more than in 2019.

Last year, the ModeX house-building plant was launched. House-building factories help in the construction of housing: they can reduce construction time, reduce the cost of housing and improve the quality of houses.

The regional councils for attracting investments themselves were transferred to online mode. More than 110 projects were approved at 16 investment meetings. First of all, the support was received for those projects that are necessary for both citizens and the city. This is in the field of education, healthcare, industry, logistics and trade, sports, housing, etc.

To ensure food security and supply the market with local goods, we supported projects for the construction of a bakery, a dairy plant, a vegetable storehouse, and wholesale distribution centers. Also projects for the production of cranes and elevators.

In addition, we supported a number of projects for the production of masks, personal hygiene products and personal protection. A number of enterprises have come up with an initiative to reorient their activities towards the production of medical masks, protective suits, etc.

How state programs to provide population with affordable housing implemented in the region

Today, in order to provide housing, the akimat is working on the implementation of the Nurly Zher State Program for Housing and Communal Development for 2020-2025. Within the framework of the implementation of the unified housing policy, several areas of housing provision are envisaged, such as rental housing without the right to purchase, lending to HCSBK for low-income families on the waiting list, construction of credit housing, etc.

On behalf of the Head of State, the volume of affordable housing has grown 3 times.

In 2020, 350 apartments were provided to working youth under the age of 29.

In addition, the implementation of the direction of lending to the HCSBK of low-income families from the waiting list of local authorities (Baqytty Otbasy) is underway.

Participants in this area can be large families in line, single-parent families, families raising children with disabilities, who are provided with soft loans through the Housing Construction Savings Bank at 2% per annum, for up to 20 years with an initial contribution of at least 10%.

As part of this direction, in 2020, 340 families of this category of citizens received soft loans.

It is also provided for the provision of housing certificates by the akimat as social assistance to cover part of the initial contribution in the amount of 1 million tenge. In 2020, 259 housing certificates were issued for this category of citizens.

On behalf of the Head of State, the implementation of the new Program 5-10-20 Shanyrak has begun for those on the waiting list of the akimat who are depositors of the Housing Construction Savings Bank.

The new project became an extension of the Nurly Zher program, which provides for the construction of credit housing within the framework of the Shanyrak pilot project. The Shanyrak project is designed for 2020-2022.

In 2020, 881 citizens have issued soft loans through the HCSBK. Of these, 117 applicants using a housing certificate.

Together with Kazakhstan Mortgage Company JSC, about 1,008 rental apartments with the right of purchase were provided to workers in the field of education, health, culture, sports, social security, as well as employees of the Police Department and the Department of Emergency Situations of Nur-Sultan, as well as the Ministries of Education, health and culture and sports.

To date, 526 apartments have been distributed, it is planned to distribute about 482 more apartments.

In Nur-Sultan, 10 thousand social apartments will be built in 2021, and the Rental Housing for Working Youth program will also be continued.

Over the past year, despite the pandemic, more than 3 million square meters of housing were built in the capital, of which 80% are private investments. On behalf of the Head of State, we have tripled the number of affordable housing. For example, if in 2018 1,100 social apartments were built, in 2019 - 2,900 affordable apartments, then in 2020 there will be more than 7 thousand social apartments. This figure this year will be increased to 10 thousand affordable apartments.

In addition, in the capital in 2021, the program Rental Housing for Working Youth, which was initiated by Elbasy, will continue. Under the program, over 1,000 young people will receive housing by the end of the year.

On behalf of the akim of the capital, the amount of housing certificates was increased from 1 million to 1.5 million tenge, the expansion of the category of recipients of housing certificates Shanyrak (5-10-20) was initiated: if earlier the list included only 3 categories from a socially vulnerable segment of the population, then all nine categories will now be included.

The Akimat of the capital continues to work on providing social facilities within walking distance. So, on the ground floors of new residential complexes, medical institutions, rehabilitation centers, kindergartens, circles for children, police strongholds, etc. are opening.

In 2020, more than 100 streets were asphalted in residential areas of Nur-Sultan, more than 40 public spaces (parks, squares, boulevards) and courtyards were landscaped, a number of social facilities, including schools, work on gasification, etc.

A lot of work was done on gasification: in the current heating season, residents of residential areas Zheleznodorozhny, Koktal-2, and part of the Agrogorodok got the opportunity to switch to gas. At the moment, construction and installation work is underway in ZhM Koktal-1, Promyshlenniy, South-East. 300 km of gas distribution networks have been laid. In addition, in micro districts Michurino and Koktal-1, the construction of two schools has been completed, the construction of two more educational institutions, two health facilities (Ondiris, Promyshlenniy) is underway.

Also, 13.5 km of engineering networks, more than 5 km of sewerage and water supply, more micro districts 3 km of storm sewers have been laid in residential areas.

In 4 capital micro districts (Ondiris, Koktal, Urker, Zheleznodorozhny), construction of large sports and recreation complexes is underway. In addition to classrooms for sports, they will also house interest clubs for the elderly, public service centers, police stations, post offices, etc. Residents will be able to visit these sports complexes free of charge.

Development of city transport infrastructure

Today, the city's transport system consists of 1,110 streets with a total length of 852.8 km, of which more than 88% of roads (752.18 km) have asphalt-concrete coverage.

This year 100 km of roads were built and repaired along 164 streets, including 104 streets in residential areas, 40 km long.

This year work was carried out to apply road markings on 150 city streets (170 thousand m2). In addition, the Children's Safety program was fully implemented in the area of ​​children's institutions and schools.

Today, the public transport system in Nur-Sultan is served by 6 bus fleets, including 1 communal and 5 private bus fleets.

The route network of Nur-Sultan consists of 96 routes, including 65 city routes, 6 express routes, 24 suburban routes and 1 summer cottage route.

The daily schedule is 877 buses, of which 734 buses serve city routes, 44 buses are express routes, 97 buses are suburban routes, etc. There are 100 electric buses, 1,031 ordinary buses.

Currently, there are 1,364 stopping points in the capital, of which over 1,000 are equipped with waiting pavilions.

In 2020, 29 smart traffic light objects were installed.

Thus, now in Nur-Sultan, 210 traffic light objects are covered by the ITS system.

Today, the third stage of the ITS system (257) is being implemented, upon completion of which the coverage of the city will be 88%, which will relieve the main highways.

For 2021, it is planned to build 28 traffic lights with vehicle detection.

Further development of the ITS in 3 phases will allow covering 88% of the main highways of the city, thereby it will be possible to develop active and passive CO work plans online, as well as to get the most out of the traffic capacity of the streets from the current road configurations.

In 2020, 173 streets were repaired and asphalted, two bridges were built. Roads for asphalt paving and repairs were selected according to several criteria: those roads were selected that had no asphalt before; streets along which we are launching new bus routes; also, where there is a high intensity of traffic, and which lead to social facilities. In addition, the schedule included those streets that the townspeople asked to be asphalted during meetings.

In total, 173 streets were asphalted, over 100 of them in residential areas. These works will continue this year. With an emphasis on residential areas and the old part of the city.

The Employment Roadmap program helped significantly in carrying out road works. More than 15 thousand jobs were created on it. First of all, the townspeople were employed through the Employment Center.

In addition, lighting was carried out on previously unlit streets, and ZhKU lamps (with a sodium lamp) were also replaced with modern energy-saving LED lamps.

Development of digitalization and implementation of innovations

In 2020, a large amount of work was done to implement projects aimed at transforming Nur-Sultan into a Smart City, and a number of projects were also launched.

The Akimat of Nur-Sultan provides 158 services. By the end of 2020, 100% of the provided public services were digitized. Automation of public services has made it possible to significantly reduce corruption risks, increase the availability of services and reduce the time and labor costs of citizens in the current environment.

The 112 service has been launched in a pilot mode. The project is an automated call management system, combining all emergency services in the city under a single number 112, similar to 911 in the United States. Also in 2020, a Situation Center was deployed to monitor the epidemiological situation and take operational measures to combat coronavirus on the basis of an ambulance, and modular laboratories were automated, which made it possible to speed up the process of researching PCR analyzes at times.

In addition, an intelligent transport system has been fully implemented, thanks to which the roads of the capital are the safest in the country. According to the results of 10 months of 2020, compared to 10 months of 2019, the number of road accidents decreased by 40% (from 469 to 334), injuries as a result of road accidents by 40% (from 619 to 392). The number of crimes in public places decreased by 52%. Currently, 6,000 CCTV cameras have been installed and connected on the roads of the capital within the framework of the project. The system of automatic video recording of traffic violations made it possible to discipline vehicle drivers and reduce the accident rate with the dead.

Also in 2020, the Safe City pilot project was launched. To date, the pilot project is underway. As part of the project, video surveillance cameras will cover courtyards, park areas, etc. Already, 300 video surveillance cameras have been installed. The pilot will install about 1,000 thousand new CCTV cameras. This project allowed to reduce the crime rate, prevent delinquency and increase crime detection. On the line of housing and communal services in the city there is a center of urban services — iQala, where the services of all utilities are combined on the principle of one window. Through a single iQala window, you can get technical specifications for entrepreneurs and individuals with one call, as well as connect to light, water, heat and garbage collection.

Today, the iQala Center provides directly 151 services around the clock, which were previously provided by various monopolists and government agencies.

In 2020, 20 new services were digitized and displayed on the portal. Since the opening of the center and as of Dec. 31, 2020, the center has provided 72,712 services. This made it possible to reduce financial costs, minimize corruption risks and save applicants' time.

Also, 100% equipping buses with electronic payment systems. This made it possible to withdraw 40% of the money from the shadow turnover. During a pandemic, reduce the risks of contact with the driver.

In addition, the digitization of engineering / urban networks, etc. This will allow you to see the loads on the network, where it is necessary to replace, where to increase power. Also, the implementation of digital projects, such as a digital master plan of the city, will provide an opportunity to predict and simulate urban planning processes, data on the need to provide hospitals, schools, kindergartens in certain areas, to see the status of existing and projected road networks.

Thanks to the installation of smart cameras on the streets, the number of road accidents has been reduced by 40%, the death rate has been halved. Road users have become more disciplined. The intelligent transport system of Nur-Sultan ranked first among the countries of Europe, the CIS and Central Asia.

At the request of the townspeople and to increase the level of security in the courtyards of the city, the Safe Yard project is being implemented. The installed cameras also help to reduce the number of thefts, damage to other people's property and other offenses.

Development of education system

Preschool education

Today in the capital there are 408 preschool organizations with a contingent of more than 55 thousand children. Coverage is 99% for 3 to 6 years.

This year, a state order has been placed for 5,800 seats. The amount of the state order for 1 child increased by 25% and amounted to 29,622 tenge.

For the first time, an additional state educational order was placed in the offices of psychological and pedagogical correction for 155 places to provide comprehensive correctional assistance for children with special educational needs at 2 public funds Sunny World and Co-Make.

In order to increase the number of places in kindergartens on the principle of walking distance, on the first floors of new residential complexes, 3 nursery kindergartens for 252 places were opened, including a correctional group for 12 places.

In addition, a kindergarten for 360 children was commissioned within the framework of the PPP.

Secondary education

In secondary education, the network of schools has grown by 22% since 2016 and amounted to 129. The contingent increased by 32% and amounted to 193,512 people.

In this regard, the number of schools with three-shift education decreased by 50% (from 8 to 4) and overcrowded mode from 22 to 14.

There are 11 organizations of additional education in the capital, coverage — 27,807.

As part of the implementation of the President's Address to the people of Kazakhstan in 2020 in terms of intensifying the activities of children's circles and sections, a set of measures is being implemented to expand the coverage of children with additional education.

For the first time in every district of the city, children's and youth physical training clubs were opened with a total coverage of more than 600 children.

Technical and vocational education

More than 26 thousand students study in 34 colleges of the capital, including 53.3% — under the state order.

The share of TVE students studying under the state order and covered by dual training is 24.6%.

Currently, within the framework of the republican project Zhas Maman, 3 colleges are equipped with workshops and laboratories of a new format, 79 teachers have been trained and received certificates of work on new equipment and industrial training masters. As a result, on the basis of the colleges' data for students and masters of industrial training, 3 Competence Centers were created in the areas of Service and Maintenance, Housing and Communal Services and IT-technologies.

Inclusive education

The Comprehensive Work Plan for the Formation of an Inclusive Environment for Children with Special Educational Needs for 2020-2023 was approved. A pilot project Every Child Deserves School has been implemented, 15 resource centers for 150 places have been opened.

Within the framework of the Comprehensive Plan for a 5-year period, it is planned to build about 50 state schools. Private investments are also attracted in the construction of schools.

Which residential areas of Nur-Sultan are provided with gas?

Gas supply to Nur-Sultan will take place in three stages. In the current heating season, residents of residential areas Zheleznodorozhny, Koktal-2, and a part of the Agrogorodok got the opportunity to switch to gas.

Large-scale gasification works have been carried out — 300 km of gas distribution networks have been laid. Inhabitants of a number of residential areas already in the current heating season got the opportunity to switch to gas. There are many advantages from switching from coal to gas: residents will not need to think about the purchase, storage, quality of coal, heat their house several times a day, the ecology of the city will improve, which will undoubtedly have a beneficial effect on the citizens. Gasification will significantly reduce emissions of harmful substances into the atmosphere. Some of the hot water boilers of CHPP-1 and CHPP-2 were also converted to gas.

Considering the social importance of the project, the Akimat held negotiations with private organizations to reduce the cost of installation work. Thus, the cost of conducting gas directly inside the house is reduced by an average of 30% (the cost of gas equipment and accessories is not included). The counters themselves are issued by the state to citizens free of charge.

It should be reminded that the construction of gas distribution networks in residential areas, including intra-quarter networks along houses, is carried out by the Nur-Sultan akimat, and private organizations are directly supplying gas inside the house. Residents have the right to choose any specialized company.

To connect gas, residents who have installed internal gas supply networks in these residential areas can contact Kaztransgaz Aimak JSC (Republic ave., 24, Parasat business center). This organization is engaged in checking the internal gas supply networks for safety and direct connection, and is also responsible for further operation.

The city gas supply is under the control of the country's leadership.

How Akimat of the capital solves storm water drainage issues?

The Akimat of Nur-Sultan pays special attention to the construction and cleaning of storm sewers. Now the city is building 3 large storm sewers and treatment facilities.

Previously, there was a marsh area. The difference between these structures is that they allow for the treatment of rain and melt water before being discharged into the Esil River. Previously, water flows directly into the river, which polluted it and negatively affected the ecology of the city.

The capacity of new structures in the Molodezhny microdistrict will be over 42 thousand cubic meters per day. These treatment facilities will eliminate flooding of Tashenov, Baraev, Valikhanov, Imanbaeva streets, Republic avenue, etc. Since the sewage treatment plant is provided in an underground version, a park with landscaping, installation of MAFs and landscaping is envisaged above the construction site.

In addition, in 2020, treatment facilities were built in Prigorodny micro district and in the area of ​​the logistics center along the Alash highway. In 2019, the problem with storm sewers was solved in two areas in the area of ​​the Mynzhildik alley.

For the smooth operation of storm sewer systems, work is being carried out on an ongoing basis to clean the collectors, on the street. Tashenov, 30 tons of garbage were removed, from ditches and wells — 2.5 thousand tons of garbage. In addition, raids are being conducted to identify illegal tapping into storm drains.
