Government of Kazakhstan plans to improve regional policy and territorial development — Roman Sklyar

Deputy Prime Minister Roman Sklyar reported on measures to implement the President's Address, taken by the government of the country.

Thus, the government of Kazakhstan plans to improve regional policy and territorial development.

“The development of the country is possible only on the basis of the balanced development of the regions. By the end of the year, the Territorial Development Plan of the Republic of Kazakhstan until 2025 will be adopted, which is aimed at implementing the principle of ‘people to infrastructure' based on the system of regional standards," Sklyar said.

Roman Sklyar explained that the essence of the principle is the advanced development of infrastructure, including transport, social, communication and energy.

The government focuses on the development of cities and rural settlements in the following areas:

  • support for entrepreneurship;
  • diversification of the economy through the implementation of anchor projects;
  • construction and modernization of engineering infrastructure;
  • solving problems of transport connectivity;
  • implementation of comprehensive plans for socio-economic development and others.

At the end of 2020, 94% of the population of the republic is provided with water supply services. This is 17.7 million people.

In pursuance of the task set by the Head of State, the construction of centralized water supply networks and water purification systems will continue in 1,922 rural settlements, where about 1.3 million citizens of the country live. Thus, by 2025, the country's population will be provided with access to clean drinking water by 100%.

Taking into account the growing consumption of electricity, the development of environmentally friendly flexible capacities is a prerequisite for ensuring the energy security of the state. The government, together with Samruk-Kazyna, is jointly working on projects for the construction of combined cycle gas turbines, and by 2026, about 3 thousand MW of capacity is expected to be commissioned in the south of the country.

“In recent years, concrete steps have been taken to improve the investment climate in the renewable energy sector, taking into account global practices. The state is pursuing an active policy aimed at decarbonizing the economy. Currently, the country produces about 2 thousand MW of renewable energy,” Sklyar informed.

So, according to him, by 2025 this figure will double and amount to 4000 MW, which will provide the planned target indicator of 6% of the share of renewable energy sources.

In pursuance of the instructions of the Head of State, three projects of the gas chemical industry will be implemented. One of them is the construction of a gas processing plant at the Kashagan field with a processing capacity of 1 billion cubic meters of raw gas per year, on which construction and installation work is currently underway.

To ensure stable gas supply to consumers in Western Kazakhstan, it is planned to modernize the main gas pipeline of Maqat - North Caucasus and launch the second string of the gas pipeline of Beyneu - Zhanaozen (308 km).

As for the solution of housing issues, the government of Kazakhstan is developing a holistic program with the definition of Otbasy Bank by its administrator on the principle of a single window.

“A draft law on reforming the housing policy has been prepared, which provides for the approval of uniform rules for registering those in need and implementing state support measures aimed at improving the living conditions of the country's population. The regulatory framework is being revised, which provides for, among other things, granting citizens the right to transfer a part of pension savings to accounts in Otbasy Bank for accumulation for the subsequent purchase of housing,” Sklyar said at a briefing.

Another area that requires the application of measures in accordance with the President's Address is the agro-industrial complex.

As the Deputy Prime Minister noted, the main goal of the agro-industrial complex is to ensure the country's food security.

In order to level the negative impact of weather factors on agricultural production, as well as to develop the fodder base of livestock, work is underway to diversify in agriculture. For this, mechanisms have been developed to control the activities of land users to fulfill their obligations under the lease agreement.

“Measures of state regulation will be based on the use of modern digital technologies, space monitoring and remote sensing of the earth and will be synchronized with measures of state support,” added Roman Sklyar.

In addition, it is planned to gradually introduce counter-obligations for business, such as: diversification of sown areas, increase in gross agricultural output, increase in labor productivity, as well as meeting the requirements for the rational use of land.

It is planned to increase the area of ​​fodder crops cultivation by at least 2 times with bringing their share in the crop rotation up to scientifically grounded norms.

New approaches will be introduced to increase the productivity of pastures through radical and superficial improvement, involving new lands in circulation through the use of a more efficient model of their watering.

In this regard, for the purpose of water supply and water conservation, the reconstruction of water canals is being carried out on an ongoing basis.

“Until 2025, we plan to reconstruct at least 120 main canals with a total length of about 2.3 thousand km. Also, in the near future, 9 new reservoirs will be built in six regions of the country with an accumulation volume of 1.7 billion cubic meters," he reported.

Today, there are about 1.6 million personal subsidiary farms in the country, which, by the end of 2020, produced agricultural products worth 2.6 trillion tenge.

By the order of the Head of State, by the end of this year, a bill "On personal subsidiary plots" will be submitted to the Parliament. The adoption of this draft law will provide access to subsidies and preferential loans for broad strata of the rural population as part of government support measures.

It is planned to use the potential of personal subsidiary plots through the development of agricultural cooperation, which will allow connecting small scattered farmers with the needs of food and light industries through vertical and horizontal chains of interaction.

The principle of cooperation "together is stronger" will allow to increase the competitive advantages of small-scale commodity production in the countryside.

Roman Sklyar also said that the veterinary system will be radically reformed.

First, it is planned to transfer part of the functions of the state monopoly to a competitive environment, which will ensure the flow of private capital into this area.

Second, the activities of the veterinary service to control the epizootic situation and the safety of livestock products will be digitized, thereby freeing the country's veterinary specialists from paperwork, focusing them on performing basic functions.

Third, the powers between the veterinary services of the central and local executive bodies will be clearly divided.

In addition, it is planned to solve the issues of increasing the salaries of veterinary specialists.
