Pavlodar region: Increasing industrial production and focusing on entrepreneurship

Pavlodar region with its coal mines, thermal power plants and an oil refinery is considered the center of energy of Kazakhstan. At the same time, special attention here is paid to the development of agriculture, entrepreneurship support, and the implementation of active measures on the labor market. As noted in the Akimat of Pavlodar region, over the past three years, the nominal volume of gross regional product has increased from 2 to 2.7 trillion tenge. According to the last year’s results, the region’s economy grew by 6.2%.

Since the beginning of the year, industry has produced products worth 1.6 trillion tenge, which is higher than the last year period by 19 billion tenge, or 1.8%.

 

About 500 Enterprises in Processing Industry

There is a steady growth demonstrated by processing enterprises, which provides almost 12% of the republican processing volume.

In the industrial structure of the Pavlodar region, the manufacturing industry occupies a particular weight — 65.3%.

Over the past three years, there has been a positive dynamics in the index of physical volume in processing (2016 — 100.2%, 2017 — 105%, 2018 — 106%).

Production Volumes Increased by 350.8 Billion Tenge

There are about 500 enterprises and production sites in the industry. The backbone of them are:

  • Aksu Ferroalloy Plant — a branch of TNC KazChrome JSC (production of ferroalloys),
  • JSC Aluminum of Kazakhstan (production of alumina, electricity),
  • JSC Kazakhstan Electrolysis Plant (production of raw aluminum),
  • KSP Steel LLP (production of seamless pipes and steel),
  • PF Casting LLP (steel production),
  • Pavlodar Machine-Building Plant ERGService JSC (production of cranes and metal structures),
  • Kazenergokabel JSC (production of conductive products, aluminum wire rod),
  • Pavlodar Petrochemical Plant LLP (production of petroleum products, supply of steam and water).

These enterprises provide about 80% of the total industrial production.

At the same time, the leading processing industries are metallurgical (70.4%), oil refining (8.8%), and machine-building (5.8%).

In three years, 23 projects of the Industrialization Map and the Enterprise Support Cards have been implemented, including 19 projects in processing.

During the reporting period, manufacturing enterprises produced for 958.5 billion tenge. The increase in production volumes is observed in the following sectors: production of oil products, metallurgy, including ferrous metallurgy, production of chemical products, production of basic pharmaceutical products, production of paper and paper products, manufacture of wood and cork products, except furniture, light industry, mechanical engineering, furniture manufacturing, food production, rubber and plastic products.

For example, the plant for the production of methyl tert-butyl ether and polypropylene continues to develop the production of new types of products. According to the Head for Polymer Production Olzhas Ykylassov, the plant launched a new production of soft containers, one-time big bags.

“This is a new part of production for us, which we continue to develop in the future. This year we are tentatively reaching a capacity of 1 million 200 thousand big-bags per year. The following year, reaching full maximum productivity of 2 million bags per year. The main goal is to provide Kazakhstan with our products. With further development, it is possible to enter the markets of neighboring countries — Russia, Kyrgyzstan, Uzbekistan, Tajikistan,” said Olzhas Ykylassov, noting that more than 200 jobs have been created at the plant at the moment. The possibility of increasing jobs is being considered, since production requires more labor.

 

Mining: 60% of Coal in Country Mined in the Region

Over the past three years, there has been an increase in the index of the physical volume of the mining sector. Volumes of production increased by 173.5 billion tenge. The industry's share in total industry is 21.4%.

There are about 12 enterprises in the industry that mine coal, lignite, metal ores and others.

60% or 70 million tons of the republic’s total coal is mined in the region. Volumes of coal mining enterprises account for about 7% of the industrial production of the region, of which 80% are extracted at two large enterprises — Bogatyr Komir and Euro-Asian Energy Corporation. More than 14 thousand people work at enterprises, which is 14% of all those employed in industry.

The production capacity of coal mining enterprises is 80 million tons of coal.

The industry of metal ore mining is represented by 2 large city-forming enterprises: Bozshakol Ore Mining and Processing Enterprise, Maykainzoloto JSC, and small enterprises (Eurasia Cooper LLP, Fonet Ertai LLP, Algold LLP)

Bozshakol, which was introduced as part of the Industrialization Map, is increasing its volumes. The company entered the top three world leaders in the application of the low-cost production model. Extraction of metal ores and concentrate at this enterprise increased almost 1.2 times. By the end of the year, through the introduction of innovations in production, copper ore production will be increased to 45 million tons.

 

Metallurgical Complex is Dominant in Region's Industrial Sector

The share of the metallurgical industry in the manufacturing industry is 70.4%. The share in the total industry is 44.8%. There is an increase in the index of physical volume.

In value terms, the growth for 3 years amounted to 255 billion tenge.

For 2016-2018, 3 metallurgical complex projects were launched with an investment volume of 6.6 billion tenge.

 

Engineering: From Cables to Wagons

The share of engineering in the manufacturing sector of the region is 5.6%. The share in the total production volume is 3.7%.

From 2016 to 2018, the industry has developed at the following rates: 2016 — 90.4%, 2017 — 134.9%, 2018 — 118.2%.

The engineering sector is represented by the following enterprises: Pavlodar Engineering Plant — a branch of ERG SERVICE JSC, Kazenergokabel JSC, Technological Lines LLP, Ritam Pavlodar LLP, FormatMach-Company LLP, Kazakhstan Carriage Building Company LLP, Kazakhstan Carriage Building LLP Prommashkomplekt and small enterprises of the region.

 

Large Amount of Deposits Contribute to Development of Building Materials Production

About 50 construction industry enterprises of various forms of ownership (medium and small enterprises) operate in the region.

The enterprises are engaged in the production of soft roofing materials, heat-insulating materials, ready-mixed concrete, reinforced concrete products, concrete products, building fittings, metal structures, paint and varnish products, ceramic and silicate bricks, lump lime, crushed stone, sand, steel pipes, plastic polyethylene, asphalt concrete mixtures , metal-plastic windows, production of wooden doors and cable products, polystyrene foam boards, building stone, etc.

Basically, the products of enterprises are supplied throughout the republic.

The building materials industry of Pavlodar region has an initial raw material base for future development. In the region there are more than 80 deposits of raw materials that require development. Given the large reserves of explored deposits of building materials, as well as the available capacities for their extraction and processing, the region can fully provide itself with these materials.

Active development of common minerals (white-burning refractory clay, decorative facing stone, gabbro, granite, marble and limestone) makes it possible to organize production of the construction industry.

Currently, a significant amount of industrial by-products and industrial wastes is concentrated in the region (various in properties, state of aggregation and prospects of disposal), which can be used as components for the production of building materials and products.

 

Food Products of Pavlodar Region Exported to 40 Countries

Over 10 months of this year, food products worth 64.7 billion tenge were produced, which is 6.7% in the structure of the manufacturing industry of the region. The region produces: meat, dairy products, vegetable oil, flour, cereals, pasta, bakery and confectionery.

The largest enterprises in the industry: Rubikom LLP, Abaya LLP, Smak Distribution LLP, Iceberg PV LLP, Sut JSC, Pavlodar Milk LLP, Pavlodarmoloko LLP, Best Milk LLP, LLP KEMMI, Pretzel LLP, Zernograd LLP, Irtysh Mills LLP, Inter Group LLP, Ulan FC, Aslan LLP.

Exports of processed products:

  • semi-finished meat products — 836.9 tons;
  • sausages — 66.2 tons;
  • cereals in assortment — 16,808.2 tons;
  • flour — 11,732 tons;
  • pasta — 945 tons.

Most of the processed agricultural products are exported to the Russian Federation:

  • semi-finished meat products;
  • sausages;
  • canned meat;
  • dairy products;
  • chicken eggs;
  • pasta;
  • flour milling;
  • cereals in stock.

The following are exported to Kyrgyzstan, Uzbekistan, Turkmenistan and Afghanistan:

  • semi-finished meat products;
  • chicken eggs;
  • pasta;
  • flour milling;
  • cereals in stock.

In the framework of the priorities of the Address of the President of Kazakhstan Kassym-Jomart Tokayev, in the implementation of investment projects, the main emphasis is on export-oriented industrialization.

The volume of non-oil exports of goods in the region last year reached $2 billion, which is 3 times higher than the level of 2016. Since the beginning of 2019, the volume of export deliveries has already reached $1.2 billion. Products of Pavlodar region enterprises are annually exported to almost 40 countries of the world. In order to increase the export of domestic products, new markets are being developed.

 

Pavlodar Region Joined Top 5 in Country on Creating Conditions for Doing Business

Pursuant to the instructions of the Head of State, efforts to attract investment have been intensified in the region. According to the Doing Business rating, conducted with the assistance of international experts, Pavlodar region was among the five best regions in creating conditions for doing business.

This year, the Investor’s House has become a new platform for dialogue with business. Here, in the Open space format, on one site, all the institutions for the development of entrepreneurship and organizations that support and support projects are accumulated.

Every week on Tuesdays, the akim of the region holds meetings in the format of “Investor Hour” with potential investors. Akimat accompanies each project in order to attract new investments to the region.

The investor’s house is a unique platform where any businessman can get consultations and services on a “one-stop-shop” basis. Chairman of Pavlodar Special Economic Zone Alexander Babenko gave more details about the work of the House of Investors.

“Here all financial institutions are gathered in one place. It’s quite difficult for business to receive financing, questions of collateral, relationships arise ... Here they can contact several financial institutions. This is the Fund for Financial Support, and the Agrarian Credit Corporation, and Kazagrofinance, and the bank. It is very important that the Pavlodar regional branch of the Atameken NCE is located here, and entrepreneurs receive services. These are tax law consultations, legal advice, marketing, business plans and much more. In fact, coming here, a full service can get. For less than five months of work in this building, there were more than one hundred thousand visits,” Babenko said.

Since the beginning of the year, 352 billion tenge of investments have been attracted to the region’s economy, which is 115.7% compared to last year. Private investment accounts for more than 75%.

In the future for the next 4 years, a pool of 13 new investment projects has been formed with the creation of about 5 thousand jobs. One of them is a new plant for the production of technical silicon, which is planned to be implemented in the industrial zone of Ekibastuz.

In total, the region’s investment portfolio until 2024 contains a number of projects in the field of chemistry, petrochemistry, of which large:

1. Construction of a factory for the production of technical silicon, Canarax LLP (UAE).

2. Construction of a plant for the production of soda ash, Pavlodar-Soda LLP.

3. Complex for the production of liquefied hydrocarbon gases and polymers, LLP Kompaniya Neftekhim LTD.

There are also a number of projects in the active stage of development.

In the agricultural sector, there are two projects:

1. Sugar Factory Construction by NAALE Group CO. LTD. A feasibility study has been developed, a land plot has been drawn up, design and estimate documentation is at the development stage;

2. Potato Starch Production by the SiccaDania (Denmark). A feasibility study is being developed, investors are offered land for the plant.

At the same time, the commissioning of projects is planned in the territory of the special economic zone. Pavlodar zone received the status of a representative office of the World Organization of Free Economic Zones in 2019. Of the 30 types of products manufactured by members of the zone, today more than half (16 types) are already exported. Compared to last year, export deliveries increased 1.3 times.

On the territory of Pavlodar zone, there are 10 enterprises. In total, 72.6 billion tenge of private investments were attracted during the period of work in the zone, of which 16.7 were foreign (23%). The ratio of budget to private investments amounted to 1:12 tenge. The volume of products released by the zone participants exceeded 100 billion tenge (since 2012), including 39 billion tenge for export. Listed taxes amounted to 5.6 billion tenge, 1,480 jobs were created.

In addition to 10 existing enterprises, the investment portfolio of the economic zone contains 23 ongoing and promising projects, of which four will be completed before the end of this year. Next year, nine breakthrough projects are planned to be implemented on the zone’s territory.

In 2020-2021, it is planned to implement investment projects in the field of metallurgy, petrochemicals, chemistry, including aluminum cluster projects.

In addition, it is planned to implement large investment projects for the production of ferrosilicon jointly with the South Korean company POSCO (Mineralproduct LLP), for the production of large-scale sprinkling machines, an investor in a Chinese company (Dalian Zhonghui Irrigation Equipment Co. Ltd), a Chinese investor in 2.4-D acid (Agrokhimprogress LLP), the Turkish investor is the production of polysaccharides.

 

135 Thousand People Work in Business: How Measures of State Support for SMEs Implemented

A comprehensive support to entrepreneurs is also being provided in the region. Active business development is facilitated by direct support from the state. This year, more than 4 billion tenge has been allocated for these purposes. According to the number of subsidized projects by Business Road Map – 2020 for 3 years, the region has maintained a leading position in the country.

In general, state support and measures taken give a good impetus to the development of entrepreneurship. Since the beginning of the year, the number of operating entities has grown by 7.1% and reached 46.4 thousand. The coverage of the employed population is up to 135 thousand people.

Since the beginning of this year, there has been an increase in entrepreneurial activity of SMEs in the Pavlodar region, their number increased by 7.1% and reached 46.4 thousand.

Positive dynamics are also noted for other indicators. So, for the I half of this year, the number of people employed in SMEs increased by 4.6 thousand people. and output of 96.4 billion tenge.

The share of SMEs in the structure of the region’s GRP for the first half of the year was 17.9%, while over the same period last year this indicator was at the level of 12.7%. According to preliminary data, according to the results of the year, the planned indicator (18.3%) will be exceeded and amount to about 19%.

In addition, as the Akimat of the Pavlodar region informed, the network of large retail facilities is expanding in the region. After the construction is completed, the territory of the Batyr Mall shopping and entertainment center will be equal to the area of ​​the capital shopping center Keruen.

 

Economy of Simple Things: Pace of Import Substitution

This year, the new program “The Economy of Simple Things” has become a big support for entrepreneurs. By the number of approved projects, the region is in the top five (4th place). Second-tier banks approved 45 projects worth 12.5 billion tenge. There are 134 projects for 33.7 billion tenge.

Compared to 2018, participation in government procurement of local manufacturers of light industries increased 4 times, furniture — 9 times and building materials — 7 times.

For the entire period of the implementation of the Business Roadmap 2020 program (2010-2018), participants released products totaling 537.6 billion tenge, paid 54.2 billion tenge of taxes, which is 2 times higher than the budgetary funds spent, created 12 thousand and 21 thousand jobs were saved.

In the framework of the Program, in 2019, 543,671 million tenge were allocated for microcredit in cities, including 146 million tenge from the local budget, and 397,671 million tenge from the republican budget. In general, this year 2,785.2 million tenge were allocated for the implementation of the state program Business Road Map 2020.

The program approved 355 projects of entrepreneurs for a total amount of over 13 billion tenge. Currently, the full amount of funds has been transferred to the Russian Federation FRP Damu JSC and placed in three second-tier banks of Halyk Bank of Kazakhstan JSC, Sberbank JSC, ForteBank JSC, and also to Damu MFI Ekibastuz.

Since the beginning of this year, 52 projects for a total amount of 506.7 million tenge have been signed in second-tier banks, 3 projects for a total amount of 39.5 million tenge are under consideration. Thus, the total pool is 55 projects worth 546.2 million tenge.

In addition, this year for the first time in the republic, an alternative lending mechanism to banks through the private microfinance organization Damu, located in Ekibastuz, was implemented. As preliminary results already show, this facilitated the simplification of loan procedures and increased the availability of funds for start-up entrepreneurs.

 

Agriculture: Subsidies for Machinery and Construction of New Enterprises

This year, Pavlodar region subsidized agricultural machinery up to 35%, reimbursing 10% of the local budget (25% from the Republic of Belarus) for 848.1 million tenge to 347 agribusiness entities.

In the agricultural sector, over 70 investment projects worth 30 billion tenge are being implemented. Of these, the modern dairy complex of Astyk Pv LLP for 600 heads, the vegetable storage of KH Andas for 19 thousand tons, Kron Agro KH LLP for 12 thousand tons, and the greenhouse complex of Greenhouse-Qaztomat LLP expanded their production to 31.5 ha.

The construction of dairy farms is also underway — Galitskoye LLP with 1,000 heads, Lugansk PC with 600 heads, Kron Agro LLP with 1,000 heads, Ushterek & K LLP with 600 heads and Zhana Kala LLP with 600 heads.

For the first time in the region, a turkey farm construction project was launched by Turkey-pvl LLP.

In the whole region, an increase in the volume of attracted investments in fixed assets of agriculture is noted: according to the results of 10 months, the indicator of the last year was increased by 2.4 times. As a result, an average of 4 tenge of private investments will be attracted to one budget tenge in the agro-industrial complex.

Currently, work is underway on 73 investment projects with a total value of 25.5 billion tenge. Of these, 33 facilities with a contribution of 6 billion tenge have already been implemented.

Irrigated areas are expanding. This year plans have been achieved and the area has been increased by 30 thousand hectares, and in general, by 2022, irrigated areas will be increased to 145 thousand hectares.

According to statistics, 65.4 thousand people or 16.8% of the total employed population are employed in agriculture.

The number of export-oriented enterprises is growing, which exported more than 25 thousand tons of agricultural products and their processing for a total amount of about $11 million, which is 15.4% more than last year.

Pavlodar region enterprises export livestock and crop products.

536.7 thousand tons of crop products have been exported, including:

  • wheat — 346,870.1 tons;
  • flour — 11,732 tons;
  • potatoes — 73,451 tons;
  • vegetables — 31,134 tons;
  • cereals in assortment — 16,808.2 tons;

2,261.8 tons of livestock products have been exported, including:

  • meat of all kinds — 249.9 tons;
  • semi-finished meat products — 816.7 tons;
  • sausages — 64.4 tons;
  • canned meat — 3.2 tons;
  • dairy products — 841.6 tons;
  • chicken egg — 8,172.2 thousand pieces.

 

Harvesting Completed on Time: 10% More Grain Collected

Despite the unfavorable weather conditions of the summer, the harvesting work was completed on time. The harvested area amounted to 1097.8 thousand ha, which is 87.3 thousand ha or 8.6% more than last year.

Cereals were harvested on an area of ​​785.8 thousand ha, the gross harvest is 822.5 thousand tons, or 10% more than last year, the average yield is 10.5 c / ha.

The gross harvest of oilseeds amounted to 132.3 thousand tons, with an average yield of 6.3 c / ha, potatoes — 100 thousand tons (309 c / ha), vegetables — 209.0 thousand tons (319 c / ha), melons and gourds — 85.40 thousand tons (301 kg / ha).

For the successful wintering of livestock, hay 1,341 thousand tons or 147% of the plan (1290 thousand tons in 2018), silage 60.5 thousand tons or 111% (53.4 thousand tons in 2018) were harvested.

 

Infrastructure Development: 710 km of Roads Repaired

Under the Nurly Zhol program, the construction of the Center – East corridor, which runs through the region, is nearing completion. Now the capital can be reached from Pavlodar region in 3.5 hours.

This year, special attention is paid to road repair in the region. 710 km of roads (including national roads) were repaired for 64 billion tenge.

In the Pavlodar region, within the framework of the Nurly Zhol program, 34 local road projects with a total length of 347 km, totaling 12.1 billion tenge, are being implemented in 2019.

To date, the share of highways of regional and district significance that are in good and satisfactory condition has reached the target of 2019 — 82.6% (3,150 km).

All planed repair work on the road sections was completed on time and put into operation.

As part of the reconstruction, five projects were implemented with a total length of 27.84 km:

  • Reconstruction of the Shakat – Vostochnoe – Shalday motorway, km 86.8-94 (7.2 km).
  • Reconstruction of the Chernoretsk – Olgino – Uspenka – Sharbakty road, km 25-37 (12 km) — the object to be continued in 2020
  • Reconstruction of the Chernoretsk – Olgino – Uspenka – Sharbakty, km 37-43 (6 km).
  • Reconstruction of the Panfilovo – Bestube railway station, km 42-49 (7 km).
  • Reconstruction of the Panfilovo – Bestube road, km 36-42 (6 km) — the object that has been constructed since 2018.

For the third year in a row, the region has been actively working on reloading trucks. So, purchased three specially equipped mobile posts that operate on heavy loads. Thanks to this measure, it is possible to maintain the main tracks in satisfactory condition.

Today, the share of good roads is 82.6%. Next year this indicator will be brought up to 85%.

At the same time, issues of updating public transport are being addressed. This year, the bus fleet of the regional center has been updated to 76%, which exceeds the national average. 10 electric buses and 20 diesel buses were purchased, which are engaged in the transportation of residents of the city and rural area.

In Pavlodar, the tram system has been preserved and continues to develop. For 2 years, the tram fleet was replenished with 23 new cars. The regional akimat is sure that the use of environmentally friendly public transport in the future will give a good effect.

Speaking about ecology, it is worth noting that the ecology theme is under special control in the region, measures are being taken to reduce emissions and increase green spaces. So, annually about 14 billion tenge is allocated by industrial enterprises for environmental protection measures. In addition, on behalf of the President, together with the enterprises of the Akimat of Pavlodar region, an Action Plan was developed to improve the environmental situation in the region with specific indicators.

 

Villages too, Reached by Infrastructure Development

To fulfill the objectives of the Elbasy’s Address, a new special project “Aul – El Besіgі” was launched. This year the program covered four regional centers with a population of more than 26 thousand people. Nine social facilities and more than 43 km of roads were repaired.

Thanks to the support of the government, the indicator for providing villages with centralized water supply is increasing annually. If in 2016 the figure was only 19.8%, today it is already 40%. Since the beginning of the year, 495 km of water supply networks have been laid. Access to quality drinking water was provided to more than 37 thousand rural residents.

Starting next year, it is planned to install integrated block modules in small villages with a population of less than 200 at the expense of the local budget.

In general, in the next two years, the region plans to achieve the average republican indicator on the water supply of villages (62.5%).

 

Intensive Housing Construction in the Region: By the end of 2019, Keys of 1,399 Apartments to be Handed

During the reporting period, 178 thousand square meters of housing were commissioned in the region, which is 11% higher than last year.

The construction of 10 multi-storey residential buildings has been completed. 272 families received keys to the apartments, and another 1399 will be received by the end of the year.

In the area of ​​Pavlodar airport, construction of 55 individual residential buildings is being completed. In Aksu, at the expense of private developers, 28 semi-detached houses for large families are being built.

New opportunities for acquiring housing are provided by the program Baqytty Otbasy. 158 families have already become participants in this program in the region. These are large families (28), families raising disabled children (30) and single-parent families (100). By the end of the year, about 100 families will receive preferential loans.

In addition, the issuing “housing certificates” for teachers, doctors and police officers has started this year.

As part of the President’s order to provide housing for socially vulnerable categories of citizens, an additional 1.2 billion tenge was allocated from the republican budget.

Today, 448 large families in Ekibastuz and 70 in Aksu have already received the keys to new apartments. This year, we initiated and received the support of the President and the government of the implementation of the new Nurly Ertis project on relocating large families from Nur-Sultan and labor-surplus regions.

235 Families or 1,303 People Moved to Ekibastuz, of which 862 Children.

Almost all of them are large families. Now all able-bodied migrants have a permanent job and stable earnings. Children are provided with places in kindergartens and schools.

Each family is settled in a comfortable apartment. We are ready to build on, secured financing. There are ready-made sites for building houses with connected engineering backbone networks and a ready-made social infrastructure.

In 2017-2018, as part of the Nurly Zher housing program, 26 multi-dwelling houses for 2,459 apartments were introduced (credit — 17 (1,375 sq.), Rental — 5 (400 sq.), under Baiterek Development line — 4 (684 sq.).

In 2019, under this program, it is planned to carry out construction and reconstruction of 14 multi-family residential buildings for 1,198 apartments in the Saryarka microdistrict (credit — 9 (720 sq.), rental — 5 (478 sq.), including 5 residential buildings to be continued in 2020.

Also, at the expense of the regional budget this year, it is planned to begin construction of 14 rental residential buildings in the cities of Ekibastuz (10 residential buildings) and Aksu (4 residential buildings), with completion deadlines in 2020, 11 of which are part of the new initiative “Nurly Ertis.”

At the same time, construction of 55 credit houses for 73 apartments in the same architectural style (type 1, 2, 3, 4) is underway in the regional center in the area of ​​the Airport. Currently, 18 apartments have been commissioned (type 1).

For the acquisition of housing under the Program for Large Families, by the end of the year 150 families will be provided with housing. Currently, 87 large families are provided with apartments in the cities of Ekibastuz and Aksu.

By the Decree of the Government of Kazakhstan, the Nurly Zher State Program for Housing Construction was reapproved, taking into account the norms of the 7-20-25 Program. To implement through this Program, today in the region there are 196 apartments (Pavlodar — 133, Ekibastuz — 63). In addition, out of eight credit houses under construction in the Nurly Zher housing program, the implementation of 3 houses for 252 apartments is planned through the 7-20-25 program in Saryarka microdistrict, Pavlodar.

Currently, under the 7-20-25 program in the region, second-tier banks have accepted 308 applications, totaling 2.3 billion tenge, of which 149 have been approved, totaling 1.1 billion tenge.

Twelve housing certificates have been provided to Pavlodar doctors for subsidizing the down payment from employers in the region.

For 10 months of this year, the volume of housing commissioned in the region at the expense of all sources of financing amounted to 178.3 thousand m2 or 111.2% compared to the same period in 2018.

 

Average Monthly Wage for 9 months Increased by 13%

Along with economic transformations in the region, a lot of work is being done to increase the welfare of citizens and solve social issues.

In general, more than 52 billion tenge was allocated from the budget to address social issues. Targeted social assistance in the new format was paid to 8609 families.

Employment measures cover more than 20 thousand unemployed and self-employed. Since the beginning of the year, more than 12 thousand new jobs have been created, including almost 9 thousand permanent ones.

The implementation of active measures in the labor market has reduced the unemployment rate to 4.7%.

Over the first half of the year, real cash incomes grew by 9.2%, the average monthly wage for 9 months increased by 13% (154,713 tenge).

Over the past period of 2019, with the plan of 29,743, 28,916 people (97.2%) were covered by active employment measures, including: 1,035 people received vocational training, 2,517 people went to short-term professional training. A total of 20,463 people found jobs, including 14,938 people for free vacancies of employers, 1,475 people found social jobs, 804 graduates of vocational education started youth internships, 3,246 people were involved in public work.

2,274 people learned the basics of entrepreneurship under the Bastau Business project, 484 people received microloans, 606 people received state grants up to 100 MCIs for implementing new business ideas, and 638 people received 200 MCIs.

As part of the increase in interregional mobility of labor resources, 450 people (93 families) from among ethnic Kazakhs are included in the regional quota for oralmans, 2691 people (538 families) from labor-surplus regions of the country are included in the regional quota for accepting migrants.

 

No Three-Shift and Emergency Schools in Region

In the field of education, support measures are provided for children from large and low-income families, including free travel and attendance at kindergartens. This year, all children from low-income and large families are provided with hot meals. And from January next year, all students in grades 1-4 will receive hot meals for free. This is more than 51 thousand primary school students.

Over the years, 100% coverage of children from 3 years with preschool education has been provided.

As noted in the Akimat of Pavlodar region, there are no three-shift and emergency schools in the region.

A network of organizations is expanding to improve the quality of educational services.

In the village of Solnechnyi Ekibastuz, the construction of a school with 420 seats was completed. In the city of Pavlodar, construction of 2 more schools has begun.

In city schools, school lockers began to be installed in stages.

The construction of the Interregional Training Center in Ekibastuz is nearing completion. Negotiations are underway to transfer the center to ERG management.

Measures Taken to Provide Students with Dormitories.

A dormitory for 167 places was introduced on the basis of the Pavlodar Pedagogical University through the PPP mechanism. Another two dormitories with 200 beds each will be introduced before the end of the year for college students in the cities of Pavlodar and Aksu.

The next year at Toraigyrov Pavlodar State University and Pavlodar State Pedagogical University, the construction of dormitories with 500 beds each will be completed.

In 2019, 85.7 billion tenge is provided for financing the education system. As of November 1, 2019, 68.8 billion tenge or 80.3% of the financing plan was disbursed. 5.2 billion tenge is provided for the development of educational facilities. For major repairs — 0.6 billion tenge.

As regards the provision of schools with computer equipment, on average more than five students come to one computer, and more than three come to the village. 357 schools or 100% are connected to the broadband Internet.

 

Positive Changes in Healthcare

This year, financing of the industry amounted to about 11.3 billion tenge.

In just a month, the construction of a new oncology center will be completed. According to Telman Algozhin, deputy director for medical work at the Pavlodar Regional Oncology Center, about 300 employees will work in the new oncology center.

“The need to build a new cancer center for the Pavlodar region has been brewing for a long time: due to the increase in the incidence rate and good detectability in the region. Currently, the old dispensary is located in an adapted building. The construction of a new cancer center will not only expand the area, but at the same time increase the volume of medical and diagnostic assistance. A linear accelerator will be delivered to the new dispensary, which today is the gold standard for the treatment of cancer patients with radiation therapy. There was no such apparatus in the Pavlodar region,” Algozhin informed.

A total of 32 PPP projects are being implemented in the region, about 15 billion tenge of private investment has been attracted under the concluded agreements. More than 30 projects are planned for implementation.

In the region, work continues on clarifying the basics of compulsory social health insurance. On all television screens in the lobby of medical organizations there is a broadcast of videos on OSMS. The total coverage since the beginning of 2019 amounted to 588,226 people, which is 96% of the adult population over 18 years of age.

Total revenues from compulsory health insurance amounted to 10.4 billion tenge, CAP 15.1 million tenge.

Pavlodar region is ready for the transition to a new model of the guaranteed volume of medical care and the social insurance package from Jan. 1, 2020.

 

Digital Development of the Region

All healthcare and education facilities are connected to the broadband Internet, speeds from 4 Mbps and higher. Workplaces are equipped with computer equipment. 100 percent of the region’s schools have Wi-Fi access points. The vast majority of the population actively uses mobile applications downloaded from the App Store and Play Market. The mobile applications DamuMed, IndigoPavlodar (a platform for registering a child in kindergartens) are in great demand. The population uses the EgovKzBot telegram channel, where they receive 14 types of public services online.

Schools of the region are connected to the Unified Information System “Kundelik” and to innovative educational portals www.bilimland.kz, www.itest.kz, www.imektep.kz, www.twig-bilim.kz. In total, in the Pavlodar region, electronic enrollment in schools was introduced in 317 (87.5%) schools, automation of the activities of preschool organizations was introduced in 358 (90.1%) preschool organizations.

In 52 schools of the region there are modern teacher offices. Open 29 IT classes for children to learn programming skills according to European standards, of which 18 are in rural schools. To date, 63 teachers of IT classes in secondary schools of the region have passed an advanced level of education at the Innovative Eurasian University.

In the Pavlodar region, 5 STEM laboratories have been opened. Of these, 4 – from sponsorship funds, one at the expense of a grant from the Akimat.

There are 361 settlements in the region. Of these, 100% are telephones. 347 settlements are covered by Internet access, 14 are not covered due to being outside the coverage area using CDMA EVDO technology. 332 are provided with cellular communications. 29 settlements of the region are not covered by cellular communications.

In the agricultural sector, 15 government services are provided in electronic format. As part of the creation of electronic maps of sown areas, which is one of the elements of precision farming, in 2019 1.74 million hectares of land were digitized, or 100% of the total sown area. 11 elements of a digital farm were compiled, including the presence of the Internet, GPS trackers, sensors for measuring fuel consumption, agrometeorological stations, differentiated seed and fertilizer applications, etc.

All public transport in Pavlodar is 100% equipped with GPS trackers.

 

Big Plans for Tourism Development in Bayanaul District

For the development of sports tourism in Bayanaul, a ski resort project has been implemented.

In order to develop a year-round regime in the Bayanaul resort area, a ski complex was built at the foot of the Myrzashoky mountain. The length of the route is 960 m, in the future it is planned to increase to 15 km. A cableway with a length of 960 m at the foot of Mount Myrzashoki this winter will be able to receive up to five thousand tourists.

In general, the region has big plans for the development of tourism in the Bayanaul district, where most of the sacred places of the region are located.

For many years, local residents and pilgrims complained about the lack of a road to a sacred place – the Mashhur Zhusup Mausoleum. This year, almost 90 km of the road was completely reconstructed at the expense of the budget. Next year, it is planned to repair another road to one visited place of the tourist zone – Konyr Aulie Cave.

For the convenience of tourists, an airfield for small aircraft with a runway and two helipads was built in the village of Bayanaul.

In addition, in the recreation area, the construction of the water supply is being completed, the construction of the power line to Lake Zhasybai is underway.

The Bayanaul resort area was included in the top 10 priority territories of the Tourism Map of the Republic of Kazakhstan.

This year, new tourist sites were opened – the Golden Sands Recreation Center for 120 beds and the Bayantau hotel complex for 84 beds, a cafe in the Zhasybay recreation area, a tent camp on Toraigyr Lake, and Tuzcity ethno-aul on Salty Lake Tuzkala.

The total number of visitors served for domestic and inbound tourism at the accommodation sites in January-June 2019 amounted to 58,468 people, which is 3% more than for the same period in 2018 (56,303 people).

According to the results of the II quarter of 2019, 108 places were registered in the region, there are 2,951 rooms with 7,962 beds with an average cost of 5,926 tenge per day. According to the results of the same period of 2018, the number of placements was 101 units, in which there were 2,828 rooms, while the one-time capacity was 7,004 beds with an average cost of 5,933.

In the regional center, emphasis is placed on the development of domestic tourism. The main attraction of the city this year – the Embankment, has become even longer and has reached the Goose Flight monument. Now its length is over 6 km. This has become a favorite place not only for residents, but also for visitors to the city. For the second year in a row, all the main events of the region, including concerts by pop stars, are held on the central stage of Ertis Promenade.
