Building microdistricts, opening new enterprises and updating medical equipment — how is North Kazakhstan region developing

At a meeting with the participation of the members of the Government, the Nur Otan party and its faction in the Majilis of the Parliament on Oct. 18, 2019, First President – Elbasy Nursultan Nazarbayev ordered to complete the preparation of territorial development programs for each district, city, and region by March 1, 2020. Continuing the strategic course of Elbasy, the Head of State Kassym-Jomart Tokayev in his Address to the people of Kazakhstan “Constructive Public Dialogue – the Basis of Stability and Prosperity of Kazakhstan” of Sep. 2, 2019, emphasized that in developing the regions, it is necessary to focus on improving the efficiency of local authorities, reformation of the system of intergovernmental relations, managed urbanization and a unified housing policy. The North Kazakhstan region is divided into 13 districts, the regional center is the city of Petropavlovsk. The region includes 5 cities, 11 villages and 204 rural (aul) districts. The population as of Jan. 1, 2019, amounted to 554.5 thousand people, or 3% of the total population of the republic. The urban population is 251.8 thousand people, or 45.4%, rural — 302.7 thousand people, or 54.6%.

The main sectors of the regional economy that have the greatest impact on the gross regional product are agriculture, industry, trade, transportation and warehousing, real estate operations. According to the results of the first half of 2019, the GRP per capita amounted to 706.1 thousand tenge.

Since Early 2019, Region Exported 540 Thousand Tons of Food Products

Gross output for January-October 2019 increased by 2.6% and amounted to 585 billion tenge as a result of an increase in both crop production by 2.9% and livestock by 2.1%.

In the livestock sector, meat production increased by 3.2%, milk — by 1.6%, eggs — by 1%. The number of cattle increased by 1.7%, sheep and goats — by 4.7%, pigs — by 18.1%, horses — by 6.7%, poultry stock — by 3.4%.

The achieved indicators in agriculture are determined by active measures of state support. For 10 months of 2019, agricultural producers of the region received state support of 33.8 billion tenge, including 13.4 billion tenge for crop production, 7.4 billion tenge for livestock production, and 13 billion tenge for other areas.

Since the beginning of the year, the major manufacturers and exporters in the processing industry of the region have produced:

— KESS LLP — 4.7 thousand tons of flour;

— Tayynsha May LLP — 12.2 thousand tons of oil;

— DEZ LLP — 38.1 thousand tons of flour;

— Mamlyutsky Flour Mill LLP — 7.3 thousand tons of flour;

— SevEsilZerno LLP — 20.6 thousand tons of flour;

— Sultan EMMK JSC — 5.1 thousand tons of flour;

— Molproduct LLP — 66.1 thousand tons of dairy products.

For 9 months of 2019, the foreign trade turnover of agricultural products amounted to 590 thousand tons worth $175.4 million. 540 thousand tons of food products were exported for $137 million, which is 30 thousand tons or $28 million more than last year. Export of vegetable oil increased 10 times (from 1.5 thousand tons to 15.4 thousand tons), barley — 2.6 times (from 24.5 thousand tons to 64.6 thousand tons), pasta — 2 times (from 808 tons to 1 , 6 thousand tons), dairy products — by 16% (from 13.6 thousand tons to 15.8 thousand tons), oilseeds — by 14% (from 84 thousand tons to 95.5 thousand tons), wheat — by 4% (c 168.4 thousand tons to 175.2 thousand tons).

In the total export of products, the share of wheat exports is 32.4%, oilseeds — 18%, flour — 17.3%, barley — 12%. This year, 336 thousand tons of grain were exported, including wheat — 175 thousand tons, oilseeds — 95 thousand tons.

Kazakh wheat is in high demand. The main market for North Kazakhstan wheat are the countries of Central Asia (Uzbekistan, Tajikistan, Kyrgyzstan, Afghanistan), which account for 2/3 of the volume of wheat exports. This is the closest market and the most convenient for grain supplies from the point of view of overland logistics with transportation mainly by rail.

The main importer of barley is Iran, which accounts for about 90% of barley exports. Oilseeds are exported mainly to European countries such as Poland, Belgium, Germany, Italy and others. Of the Asian countries, oilseeds are exported most of all to Mongolia, Afghanistan, increasing imports and Uzbekistan.

This year, flax export to Lithuania was increased, and it was possible to enter the Latvian and Estonian oil supply markets.

Thanks to the restoration and reconstruction of the port of Aktau, other directions of grain export became possible — through the Caspian Sea towards Iran and Azerbaijan.

Currently, with a view to unhindered export of agricultural products to China, a protocol has been signed between the Ministry of Agriculture of the Republic of Kazakhstan and the Main Department of Quality Supervision and Quarantine of the Peoples Republic of China to remove phytosanitary barriers for the export of wheat, barley, bran, rapeseed meal, corn, soybeans, alfalfa hay. Also, for the export of oilseeds and legumes — flax, peas, lentils, safflower — the signing of agreement protocols with the PRC to include agricultural producers in the register of potential exporters is underway.

Recall that since 2016 (512 thousand ha), the area of ​​oilseeds has been doubled (1 million ha). Exports of oilseeds increased by 2 times — from 75.8 to 157.6 thousand tons. This year, 20 thousand hectares of soybean are sown. In 2020, it is planned to increase volumes by 5 times — up to 100 thousand ha, in 2022 to increase to 200 thousand ha.

In animal husbandry, emphasis is placed on the development of dairy farming. In 2018, 4 dairy complexes were built for 2,200 animals worth 2.7 billion tenge. This year, 4 complexes are being built for 2,300 heads for 6 billion tenge. In 2020, it is planned to build 10 dairy complexes for 3.9 thousand heads and 3 feedlots for 1,000 places.

Developing Promising Villages, How is Aul – El Besіgі Implemented

Particular attention is paid to the development of rural areas, where more than 55% of the population live. Along with the measures taken, the “Auyl - El Besigi” project will not only improve the condition of social, housing and communal services, transport infrastructure, but also systematically over the next 7 years, carry out activities in 292 prioritized villages (94 reference, 175 satellite and 23 border), which will make it possible to bring the data of rural settlements to the requirements of the system of regional standards.

Within the framework of the special project “Aul-El Besіgі” in 2019, 19 infrastructure projects worth 2.2 billion tenge are being implemented in 3 settlements. More than 26 thousand people will feel a positive change.

Over the years of implementing the project “With a Diploma – to the Village!” in the region, about 4.4 thousand social and agricultural specialists received social support measures in the form of lifting allowances for 584.1 million tenge, budget loans — 4.5 billion tenge (1.8 thousand specialists) for acquisition and construction of housing.

 

Mining Production up 6.4%

In the industrial sector for 10 months 2019, products for 193.8 billion tenge were produced, an increase of 1.1% compared to the same period last year.

Volumes in the mining industry grew by 6.4% and amounted to 3 billion tenge. The main share or 72.3% falls on the manufacturing industry, where production volumes amounted to 140.1 billion tenge.

Food production increased by 15.9%, due to growth in the production of vegetable oils — by 1.7 times, products of the milling industry — by 20.2%, dairy products — by 11.2%. Mechanical engineering accounts for 17.2% of the manufacturing industry. In electricity and water supply, production increased by 7.4% and 8%, respectively.

Today, new plants and factories are opening in the region. The Bio Operations plant for the production of starch, gluten and bioethanol was launched. The plant is increasing its speed. The second gluten production line is launched. This will increase the volume of production and processing by 2 times and reach 300 thousand tons per year.

According to Director General of Bio Operations Almas Kalmurzin, the installation of the second production line is being completed at the enterprise.

“We are increasing production by 2 times, the capacity of the enterprise will increase. On average, it will amount to about 20 thousand tons per year. At the moment, we are already delivering to the near and far abroad, including the USA, Europe, China, and new markets are also being developed. First of all, it is Southeast Asia, India,” Kalmurzin said.

At the end of 2019, a bioethanol workshop will be launched. Installs modern French equipment. When reaching full capacity, up to 500 people will work at the bio plant.

At the same time, a meat processing plant has been launched which has no analogues in Central Asia and a large pig complex. The company produces 5 thousand tons of meat, produces 3 thousand tons of finished products. Invested 5 billion tenge investment. At the meat processing plant, 74 permanent jobs have been created, and in the future they will bring up to 100 people.

For the development of dairy production, a dairy complex for 600 cows with a capacity of 3 thousand tons of milk per year was commissioned this year, where 40 jobs were created. Today, the complex is fully operational, with an average of 4 tons of milk being nourished daily. By the end of the year, dairy complexes for 1,000 cows will be additionally commissioned, thereby 50 people will be provided with jobs.

The development of the Syrymbet tin deposit has begun in the region; previously, there were no large subsoil users in the region. This is the first major subsoil user in the region. Record investments will be made in the project — about 100 billion tenge. Next year, the construction of a mining and processing plant will begin. The field will employ 600 people.

An industrial zone is developing in Petropavlovsk: new facilities are located. A new plant of metal-plastic products is operating, which produces 20 thousand tons of products per year. A household chemical factory with a full production cycle to be launched soon in the North Kazakhstan Region. The new enterprise will produce 6 thousand tons of liquid and solid soap per year. The market is Kazakhstan and the CIS countries. The soap factory plans to conquer 10% of the Kazakhstani market.

According to Olga Shremf, a representative of the soap factory in Petropavlovsk, the amount of investments made in the enterprise is 840 million tenge. High-tech equipment meets all the latest requirements and standards.

“The production is unique, there is no such in Kazakhstan. In fact, we can process waste into income, that is, process vegetable fats into deep fat and get laundry soap at the exit,” said Shremf.

In turn, the First Deputy Director of the Kirov Plant Raiymbek Kairat noted that thanks to the support of Elbasy, the company began technological modernization of production, within the frameworkk of which new modern equipment for the line for the production of multilayer printed circuit boards are launched.

“The amount of allocated funds from the republican budget is 2.2 billion tenge, which are calculated for 2018-2020. All this will allow us to produce for the first time in the country multilayer boards of world standards that will be used in various sectors of the country's economy with further export to non-CIS countries,” Kairat said.

In addition, a modern data center will be created on the basis of the former Kalinin Plant. The total investment will amount to 27.5 billion tenge.

Over 10 Months, Investments in Region’s Fixed Assets Increased by 13.3%

Over 10 months, 169.8 billion tenge of investments in fixed assets were attracted to the region with an increase of 13.3% compared to the same period last year. The main share, or 70.8%, falls on the own funds of enterprises. In the sectoral structure, the largest share falls on agriculture, forestry and fisheries (50.8%), transport and warehousing (13.1%), industry (12.3%), and real estate transactions (10.6%).

Growth is observed in all areas of the region and the city of Petropavlovsk. The volume of private investment increased by 29.9% and amounted to 139.2 billion tenge. According to the results of the year, investments of 240 billion tenge are expected with 10% growth.

In addition, 55 regional public-private partnership projects amounting to 12.7 billion tenge are being carried out in the region. Of the 19 PPP projects introduced this year that do not require cost recovery, private investment in the amount of 279 million tenge was attracted. Until the end of this year, it is planned to commission 15 similar projects that do not require cost recovery in the amount of 227 million tenge. The amount of attracted investments without government obligations will be about 500 million tenge. According to the ranking of regions by PPP for 2015-2019, conducted by the Ministry of National Economy, the North Kazakhstan region took 3rd place.

Since Early 2019, Over 26 Thousand People Found Jobs in Region

As of Nov. 1, 2019, 26,086 people were employed in the region, 11,706 new jobs were created.

As part of the ongoing measures to ensure employment in the region, a Comprehensive Plan for Promoting Employment for 2019 was approved, which was developed taking into account the analysis of the situation on the labor market and the implementation of industry and state programs.

As of Nov. 1, 2019, 22,992 residents of the region took part in the activities of the Comprehensive Plan, including 10,655 — found permanent jobs.

In the framework of the implementation of the State Program for the Development of Productive Employment and Mass Entrepreneurship, since September 2019, 729 participants have received technical and vocational training. 1,523 people went to short-term professional training of the professions and skills that are in demand on the labor market, of which 620 people completed the training, including 449 people found jobs.

In the second direction of the Program — Development of Mass Entrepreneurship — in 2019, the region plans to issue 1,246 loans totaling 5.3 billion tenge. As of Nov. 1, 2019, 700 loans were issued.

In addition, it is planned to teach the basics of entrepreneurship on the Bastau Business project more than 2 thousand participants. Also, 600 people were trained in the basics of entrepreneurship as part of the Zhas Kasipker project. 1,576 grants worth 523.2 million tenge were issued for the implementation of new business ideas.

Under the third area of ​​the Program — Development of Labor Market Through Promotion of Employment and Labor Mobility — as of Nov. 1, 2019, 745 participants found social jobs, 579 participants went to youth practice.

For 10 months of this year, 115.4 thousand square meters of housing (991 apartments) were commissioned, which is 2.1% higher than last year. The increase in housing commissioning is provided by almost all regions of the region. To ensure housing commissioning at the end of the year at the level of 235 thousand square meters, which will provide 7% growth in the industry, for the remaining 2 months it is necessary to introduce about 120 thousand square meters. meters of housing.

The pace of construction is increasing annually in the region. If 3 years ago no more than 1000 apartments were built, then only last year 2068 families became new residents. This year, 235 thousand square meters or 2,240 apartments will be commissioned, which will improve the living conditions of more than 8300 people.

This year, 12.9 billion tenge are provided for the implementation of the Nurly Zher program in the region. In 2019, 235.5 thousand square meters of housing will be commissioned, which is 8% more than last year.

For January-October 2019, the commissioning of housing from all sources of financing is 115.4 thousand square meters. This year, 482 apartments are planned for socially sensitive segments of the population, including 124 apartments for low-income large families.

This year, 2.2 billion tenge were allocated from the republican budget for the construction of rental housing. Also in June of this year 50 apartments in the village of Novoishimskoye were commissioned. In August 2019, 100-apartment building in Bereke microdistrict in Petropavlovsk was commissioned, including 30 apartments for low-income large families.

At the same time, at the expense of the regional budget in March of this year 80 apartments were commissioned in the village of Saumalkol in the Aiyrtau district, and construction of 4 more residential buildings is ongoing.

As part of the 7-20-25 mortgage program, this year in the Zhas Orken microdistrict, it is planned to build two 18-storey residential buildings with 108 apartments each, with commissioning in 2020.

It is worth noting that the North Kazakhstan region is defined as a pilot for the construction of houses in a single architectural style.

Since 2017, in the village of Solnechny-2, 211 single-family residential buildings are under construction, 83 houses were commissioned last year and 13 houses were commissioned over the past period of 2019.

In addition, the region is the only in the republic where they launched a pilot project for the construction of houses in rural areas for immigrants from labor-surplus regions of Kazakhstan. 420 modern houses for visiting families are being built in the districts of the region. This year, it is planned to host more than 2 thousand people or about 700 families of immigrants in the region. In the next two years, about 2.5 thousand more houses will be built under this program. The region is undergoing comprehensive development of regional centers.

Over Past Three Years, 1,900 Kilometers of Roads Repaired in Region

In the North Kazakhstan region, funding for road repair is increasing annually. In 2018, 33 billion tenge were allocated for the repair of 675 km of roads. In 2019, a record 37 billion tenge was allocated for the repair of 705 km of roads. In comparison, in 2017, 21 billion tenge was allocated for these purposes. The improvement in the condition of the roads was felt by the inhabitants of 133 settlements, where 95 thousand North Kazakhstan residents live.

For the period 2017-2018, transfers worth 13.284 billion tenge were allocated from the republican budget for the reconstruction and average repair of roads of regional significance, development amounted to 13.202 billion tenge. For the reconstruction, overhaul and average repair of local roads from the republican budget, transfers worth 15.285 billion tenge were allocated; as of today, 13.914 billion tenge has been disbursed

According to the results of the work carried out over the past 3 years, repairs were covered in 214 settlements, where 108 thousand residents live.

Medical Equipment Updated in Region

This year, 4 billion tenge has been allocated for the purchase of medical equipment, which is 3 times more than in previous years. Medical facilities are acquiring a computer tomograph, a digital mammograph, X-rays and new generation ultrasound, MRI and angiographs. New technologies allow us to provide quality medical care. For example, a digital mammograph is able to detect cancer at a zero stage.

At the same time, the construction of a modern multidisciplinary hospital began in Petropavlovsk. Apart from the capital, this will be the first hospital in Kazakhstan built according to the JCI system. This is an international standard for quality and safety in the field of medicine. North Kazakhstan citizens will have full access to modern medical technologies.

According to the head of the region, North Kazakhstan citizens will be able to receive high-quality medical care without leaving the region. Also, a modern hospital will be attractive to residents of neighboring regions of the country and border regions of the Russian Federation. 130 Schools Overhauled in Region

This year, a comprehensive work was done to repair schools in the region. Over the republic 323 schools were covered by overhaul, of which 40% are objects of education in the North-Kazakhstan region. At 5.5 billion tenge 130 schools were repaired. The amount has grown 12 times. Almost half of the schoolchildren in the region, and this is 35 thousand children, are now studying in updated schools.

Meanwhile, in Petropavlovsk, in the new academic year, a modern school was opened in the Bereke district. The same modern school with 900 places is being erected in the Zhas Urken microdistrict. Along Zhumabaev Street, construction of another school began. In the district center of the Kyzylzhar district of Beskol, construction of a new school has also begun. The plans include the construction of training and sports buildings for the military institute, which is located in an adapted building. The opening of a new corps will improve the quality of military education and is preparing to graduate highly qualified military officers.

In the near future will begin the construction of a modern educational and laboratory building for North Kazakhstan State University named after Kozybaev. Three years ago, 24% of the university graduates left the region in search of foreign studies. Thanks to the measures taken, it was possible to turn the tide in a positive direction. The amount of grants increased 3 times. In addition to the republican, local grants are allocated. Today, the number of north Kazakhstan graduates who have entered the country's universities has doubled. Thus, the outflow of graduates decreased by 18%.

In addition, 200 foreigners study at the university. They come from China, Mongolia, India, Bangladesh, Georgia and other countries. The university also has foreign teachers from Jordan, Lithuania, Poland, Egypt and the USA. Now more than 7 thousand students study at the local university. The task for the near future: to bring the student population to 10 thousand.

It is worth noting that in Petropavlovsk, three inclusion rooms were opened for autistic children. Also, by the end of the year, inclusive classes for children with autism will be open in all areas.

Flow of Tourists to North Kazakhstan Region Increased by 40%

The state pays close attention to the development of its “northern pearl.” By order of the President, the Imantau-Shalkar resort area joined the TOP-10 of the country's priority tourism destinations. As part of the state program, enormous funds will be allocated for the development of tourism, which is about 23 billion tenge.

So, in recent years, the engineering and road infrastructure in the resort area has been improved. In three years, 273 km of roads were repaired, which increased the flow of tourists by 40% in Aiyrtau district. Investors are going to build modern recreation facilities. It is planned to build a Botai museum - reserve, a visit center for tourists, an embankment on the shore of Lake Imantau, the creation of horse and bicycle trails, a viewing platform.

In just three years, 273 km of roads worth 8.4 billion tenge were repaired. The implementation of all activities of the State program will attract investment, create jobs and increase the number of tourists by 10 times.
