At a government session chaired by Prime Minister Askar Mamin, the preparation of the regions for the upcoming autumn-winter period was discussed.
Minister of Energy Nurlan Nogayev, Minister of Industry and Infrastructure Development Beibut Atamkulov, Minister of Education and Science Askhat Aimagambetov, Minister of Healthcare Alexey Tsoy, Akim of West Kazakhstan Region Gali Iskaliyev, Akim of Karaganda Region Zhenis Kassymbek, Akim of Akmola region Ermek Marzhikpaev, Akim of Nur-Sultan Altay Kulginov, as well as Deputy Prime Minister Roman Sklyar.
The regions prepared 10,662 autonomous boiler houses or 98.6%, 46,561 residential buildings (97%). 5,024 km of heating networks (99.1%), 14,089 km of water supply networks (99.1%) were repaired. 11,158 (99.6%) educational facilities and 5,963 (99.2%) healthcare facilities have been prepared for the heating season. Coal mining companies produced 69 million tons of coal.
Consumer debt for utilities is 17 billion tenge. The largest accounts receivable remain in the years. Almaty — 4.5 billion, Nur-Sultan — 1.95 billion, Shymkent — 2.5 billion and Mangystau region — 1.4 billion tenge.
“The heating season started ahead of time in many regions due to weather conditions. In general, the regional akims have done good work to prepare housing and communal services, education, social sphere and heat sources for the heating season,” Mamin said.
Akimats of Akmola, Karaganda, Kostanay, Pavlodar, North Kazakhstan regions and Almaty city have 100% fulfilled plans to prepare social facilities and residential buildings for the heating season.
The targets for coal procurement for autonomous boiler houses in Akmola, Almaty, East Kazakhstan, West Kazakhstan, Kostanay, Pavlodar, North Kazakhstan regions and Almaty have been completed.
There are facts of lagging behind the schedules of the readiness of residential buildings in the West Kazakhstan region (61.7%). An insufficient level of fuel procurement for municipal needs and the population is noted in Akmola (48% for household needs and 61% for the population), Aktobe (90.3% and 51%), Karaganda (83% and 53%), North Kazakhstan (80% and 70%), Pavlodar (67% for the population) regions and in the capital (for the population only 40%).
The Head of Government instructed the akims to complete all planned repair work, the supply of fuel in the required volumes in due time, as well as, together with energy producing and energy transmission organizations, as soon as possible to ensure the receipt of passports of readiness for the heating season.
“We have a sufficient amount of mined coal, therefore there should be no problems with coal,” Mamin said.
The prime minister instructed the akims within two weeks to check the current state of the infrastructure of coal procurement and sale points, delivery schedules, reasonable prices and quality of the coal sold, and the Ministry of Industry and Infrastructure Development, together with JSC NC Kazakhstan Temir Zholy, the number of wagons for the delivery of coal.
“In the regions, it is necessary to intensify the work on repayment of the existing accounts receivable of enterprises for the supplied gas and coal, as well as consumers for utilities,” the prime minister emphasized.
Mamin instructed the ministries of energy, industry and infrastructure development to ensure effective control and monitoring of the completion of work by the akimats to prepare all facilities for the heating season.
