State budget expenditures executed at 99.5% — Ministry of Finance

At a government session chaired by Prime Minister Askar Mamin, the results of the country's socio-economic development and the execution of the republican budget for January-September 2020 were considered. Finance Minister Yerulan Zhamaubayev reported on the execution of the republican budget, local content in public procurement.

The state budget received revenues in the amount of 6.1 trillion tenge or the plan was fulfilled by 95.5%.

The republican budget received revenues in the amount of 3 trillion 853 billion tenge, or the plan was fulfilled by 85.8%.

Non-fulfillment of the plan for revenues amounted to 638 billion tenge, while non-tax revenues were exceeded by 154 billion tenge.

The main amounts of non-fulfillment fall on VAT and CIT.

“Non-fulfillment of CIT was influenced by the following factors: a drop in prices for main export items by an average of 13.3%, an increase in the number of inactive taxpayers for the 1st half of this year. in comparison with the beginning of the year by 10.6 thousand, incl. legal entities — by 5.5 thousand taxpayers, a decrease in the amounts of declared advance payments for 850 large taxpayers compared to 9 months of last year by 243.5 billion tenge, a decrease in revenues from second-tier banks by 10.2 billion tenge,” explained Zhamaubayev.

The main reasons for non-fulfillment of the VAT plan are:

  • an increase in VAT refund by 60% or 201.3 billion tenge compared to the same period last year;
  • reduction of sales turnover according to the IS Electronic invoices by 11%. The main decrease occurs in the mining industry, where turnover fell by 33% or 4.3 trillion tenge compared to the same period in 2019;
  • a drop in business activity due to the introduction of a quarantine regime for about 11 thousand taxpayers, from which revenues decreased by 486 billion tenge;
  • a decrease in trade turnover of Kazakhstan with third countries compared to 8 months of 2019 by 11.9%, with the EAEU countries compared to 7 months of 2019 — by 11.1%.

At the same time, the plan was overfulfilled for Subsoil Use Tax and exports customs tax for crude oil.

“Revenues of local budgets were executed by 118% and amounted to 2 trillion 274 billion tenge. In general, the plan was exceeded by 348 billion tenge. Of these, in taxes — by 319 billion tenge. In all regions, income plans have been exceeded,” the minister of finance said.

State budget expenditures were executed by 99.5%, republican — by 99.8%, local budgets — by 99.5%. The expenditures of the republican budget amounted to 10 trillion 272 billion tenge.

Local budget expenditures amounted to 5.6 trillion tenge.

Along with this, over the past 9 months, cameral control covered more than 1.2 million public procurement procedures in the amount of 9.1 trillion tenge. Based on the results of the checks, violations in the amount of 726 billion tenge were prevented. 1.4 thousand audit events were carried out.

“The audit covered 785 billion tenge of budgetary funds. Financial violations were established in the amount of 177 billion tenge. Violations for 166 billion tenge were eliminated by restoring the supply of goods, providing services and performing work, reimbursing to the budget and reflecting on accounting. To improve and increase the efficiency of the audit objects, 1,236 recommendations were given. Of these, 1,006 were executed,” the head of the ministry said.

In addition, the Comprehensive Privatization Plan for 2016-2020 has been fulfilled by 93%. In 2020, it is planned to implement 74 objects. Of these, 40 are for sale. During the reporting period, 5 objects were sold for 85.2 billion tenge, 35 objects are on sale.
